Cooke, Principal Engi eer ~y~({i)(l <br />, l <br />SUB.JECT PRO.JECT/PRO.JECT DESCRIPTION: <br /> <br />MATTER OF ESTABLISHING RIGlIT-OF-WAY LINES FOR EDEN ROAD FROM <br />DOOLITTLE DRIVE TO DAVIS STREET <br /> <br />The ordinance provides ('or the establishment of right-of--way lines for Eden Road as described <br />on the map entitled "PLAN LINE; EDEN ROAD" dated June 1,2006. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />A public hearing will be held regarding an ordinance, which provides for reserving areas [or <br />creation of streets and public right-of-way. When the right-of way lines become effective, it <br />shall, therealter, be unlawful for any person, finn, or eOllJoration to construct or erect any <br />building or structure within the space between the right-o('-way lines so established. <br />Subsequently, the City wi II acquire, by various means, the included properties and construct a <br />new roadway. <br /> <br />Staff recOlnmends that the City Council at the end of the public hearing, adopt an ordinance for <br />the designation of the Eden Road right-ol'.-way Jines. <br /> <br />BACKGROlJND <br /> <br />Eden Road is a private dirt road that has been the site of illegal dumping, illegal parking, and <br />poor storm water run-off. Depending on weather conditions, vehicles traveling on Eclen Road <br />track dirt and mud onto Doolittle Drive. Additionally, stonn water from Doolittle Drive collects <br />at the entrance to Eden Road and creates a pond up to 6 inches deep. Eden Road is 1,150 leet <br />long and 50 feet wide, with only one drainage ditch along a portion of one side tbat empties into <br />an inlet located at the Water Pollution Control Plan!. The road has no turn around area so trucks <br />and large vehicles lnust back out; the road is poorly illuminated; and there are no rire hydrants, <br />thereby comprolnising fire-l1ghting activities. <br /> <br />The City received notice in 2004 that Eden Road was in tax default and was available for <br />purchase. The City recognized an opportunity to improve the roadway and acquired it in July <br />2004. In November 2005, the City made improvements to the entrance of Eden Road by <br />installing rock over the lIrst 100 feet of the dirt road. This work temporarily reduced the tracking <br />or dirt and mud onto Doolittle Drive, but the rock has since dissipated and ccased to be effective. <br />
