The sample represents the base document of the Downtown San Leandro Storefront
and Signage Guidelines, ("The Downtown Guide"). The Downtown Guide is specific to
commercial use ground floor storefront and commercial signage. For the City of San Leandro,
the base document will be expanded to include signage guidelines for commercial tenants not on
the ground floor. The Downtown Guide is a "can do" document supported by photo examples.
If the City of San Leandro desires to include within the Downtown Guide positive examples
currently existing within the City of San Leandro, the City may submit its recommended list of
locations to MSPS for consideration to be included within the Downtown Guide.

The Downtown Guide does not include guidelines relating to residential development,
transportation goals/policies, downtown access and circulation issues, alternative transportation
measures, public facilities such as water supply, sewage treatment, gas and electric, telephone,
fire protection, historic preservation and capital improvements projects.

For the purposes of this scope of work, Downtown San Leandro is defined as the Commercial
Downtown District as represented in 2006, generally described as the area along East 14th Street
between Hays Street and Castro Street, zoned CD.

The Downtown Guide is to be completed within 4 months upon receipt of a written notice to
proceed. At the end of the 4 months, the Agency/ City will be provided with 5 copies of the
Downtown Guide as well as an electronic file in a PDF, or some other easily reproducible
format. The development ofthe Downtown Guide includes up to three planning and approval
meetings with the Redevelopment Agency of the City of San Leandro/City of San Leandro. To
work within this timeline, the City of San Leandro will provide the following:
1. By no later than the 2nd week of the contract: submit to MSPS the City of San Leandro
signage and storefront examples to be considered for inclusion within the Downtown
Guide.
2. By no later than the 8th week of the contract: submit to MSPS the DESIGN APPROVAL
PROCESS text (page 5 of the sample set of Design Guidelines and Principles).

Consulting Services Agreement between
Redevelopment Agency of the City of San Leandro and Main Street Property Services

February 1, 2007

Page 20 of23
