<br />. Construction was completed on the aesthetic improvements to the <br />downtown's pedestrian connection to the BART station, including new <br />pedestrian scale lighting, undergrounding of utilities and other streetscape <br />improvements. Public art, in the form of the San Leandro History Walk, is <br />anticipated for installation in 2006. <br /> <br />. Also in the Plaza, plans for the professional office complex to be built on <br />the former Agency property on Davis Street were approved and <br />construction is scheduled for completion in 2006-07. This project will bring <br />more office space within 1/3 mile of BART and literally removes blight in <br />the project area. <br /> <br />. Also on Davis Street, across the street from the new professional office <br />complex, a vacant parcel sold by the Agency in 2004 was developed into <br />nine quality townhomes. The townhomes were completed in 2006 and are <br />expected to sell for upwards of $600,000. <br /> <br />. In the Joint Project Area, Palma Plaza, a neighborhood shopping center <br />destroyed by multiple fires in 2000 and 2001, was updated into a vibrant <br />two-building commercial complex. The Agency provided design <br />assistance and the completed project is consistent with the Joint Project <br />Area's design strategy. <br /> <br />. Kohl's department store and Bed Bath and Beyond opened at Bayfair <br />Center and interior mall improvements were initiated. In 2006-07, Old <br />Navy, Staples, Chili's, Starbucks, Red Brick Pizza, Jamba Juice and a <br />relocated Chevys opened for business. Additional interior mall <br />improvements are also scheduled. Design work continues for future <br />phases of improvements, all privately funded by mall owner, Madison <br />Marquette. The Agency continues to work with Alameda County and <br />BART on the Bayfair BART/Coelho Drive pedestrian improvement project. <br /> <br />. The Agency provided $100,000 in funding for the San Leandro LINKS. <br />LINKS is a shuttle service started in 2002 to transport employees between <br />industrial businesses and the San Leandro Main BART Station. Ridership <br />has doubled in the past two years from 9,213 in August 2004 to 17,047 <br />monthly passengers in August 2006. <br /> <br />. In the West San Leandro/MacArthur Project Area, the Agency provided <br />funding for the Doolittle Drive/Airport Gateway roadway and landscape <br />improvement project. Improvements to the Doolittle Drive and Davis <br />Street intersection were completed and design work continued on the <br />remaining project, which is scheduled for completion in 2007-08. <br /> <br />. Also in the West San Leandro/MacArthur Project Area, the MacArthur <br />Boulevard Streetscape Project was completed. The project included <br />
