<br />traffic reconfiguration, streetscape enhancements and pedestrian and <br />lighting amenities. Businesses have responded positively with faltade and <br />building improvements and new development has occurred on once <br />blighted sites. <br /> <br />Housing <br /> <br />The housing objectives of the San Leandro Redevelopment Agency 2004-09 <br />Implementation Plan, City of San Leandro Housing Element, City Housing <br />Strategy for 2003-06 and the City's U.S. Department of Housing and Urban <br />Development (HUD) 2005-2009 Consolidated Plan address the underserved <br />housing needs of households and families in San Leandro. One of the primary <br />goals in these City housing plans is to provide programs that foster and maintain <br />affordable housing. The Agency is a crucial funding source and has effectively <br />leveraged set-aside funds with other sources in cooperation with non-profit <br />developers and the City in achieving these goals. Pursuant to Health and Safety <br />Code Section 33080.1 (c), notable Agency-assisted housing activities for FY <br />2005-06 include: <br /> <br />. The Agency acquired the Islander Motel with set-aside funds in <br />September 2005. This property has been a neighborhood blight for <br />decades and will be developed into a 68-unit affordable apartment. The <br />Agency determined there were 18 very low and low income households <br />residing in the Islander Motel prior to the acquisition who were eligible for <br />relocation benefits. The Agency worked closely with each household to <br />ensure they were properly relocated under State Redevelopment law. The <br />Agency entered into a Disposition and Development Agreement (DDA) <br />with Mercy Housing California (MHC), an experienced regional nonprofit <br />housing developer, in June 2006. Through the DDA, MHC will serve as <br />project developer and long-term property manager, but the Agency will <br />maintain ownership of the building. Also under the DDA, the Agency <br />committed to loaning Mercy up to $884,000 in set-aside funds to assist <br />with development costs. MHC is planning to begin construction in <br />February 2007. <br /> <br />. The Agency staff worked closely with Allied Housing, Inc., a nonprofit <br />housing developer, to acquire the privately owned mixed use Mission Bell <br />Apartment building. Allied will be restricting all 25 residential units (which <br />were previously designated as very low, low, moderate and market rate) to <br />extremely and very low income renters, creating 5 new restricted units <br />(from market rate to very low income units), and extending the affordability <br />period 55 years to 2061. Allied also agreed to assume the seller's existing <br />rehabilitation loan funded with set-aside funds from several years ago. <br />Therefore, there was no new net funding from the Agency into this project, <br />nor were any of the existing tenants displaced. <br />
