<br />MINUTES Page 4 <br />City or San I,canum City COllncil and San I,canuro Redevelopment Agency Joint Special Meeting-JANUARY 26, <br />2004 <br /> <br />homes are insulated, more people will become aware of the noise problems and the situation <br />and complaints will only get worse. <br /> <br />Emilia Martins, 1165 Warden Avenue, addressed the City Council, requesting the item be <br />removed from the Consent Calendar and the selection or C. KeIl-Stnith as the consultant <br />reevaluated. Ms. Martins expressed concerns regarding the consultant's conflict of interest <br />and the number or homes proposed to be insulated. Ms. Martins commented that she has <br />heard of instances where noise problems worsened as a result of the installation of noise <br />insulation. <br /> <br />Wafaa Aborashed, Davis West Neighborhood Group, addressed the City Council, <br />sUPPo11ing the statetnents made by Mr. Manuel. Ms. Aborashed expressed concern that Mr. <br />Manuel was thc community's reprcsentative in the consultant selection process, and his voice <br />was not heard. She expressed concerns regarding the Port of Oakland's participation in the <br />selection process and urged the Council to reconsider. <br /> <br />Robert Fox, 769 Donovan Drive, addressed the City Council, requesting the item be <br />rcmoved fronl the Consent Calendar and supporting the statements of the previous speakers. <br /> <br />Tim Holmes, Broadmoor Neighborhood Association, addressed thc City Council, <br />expressing concerns regarding the allegations of conflict or interest, the questions about the <br />faimcss of the agreement and concern that thc City will not he prepared for issues arising <br />11\1m future aiq10rt expansion. Mr. Holmes noted that while members or the Broadmoor <br />Neighborhood Association have not registered many concerns regarding airpOlt noise, they <br />are concemed aboul the concerns with faimess and community input into the process that <br />have been raised over this issllc. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, expressing concern <br />regarding the public participation proccss on this issue. Mr. Filipovich stated he was <br />contactcd by someone for information regarding the airpoli issue which he believes is being <br />compiled in preparation for a lawsuit. <br /> <br />Due to the many public COlnments on the AirpOli Noise Insulation Prob'Tam, Mayor Young <br />asked City Manager Jerl11anis to address the isslle. Mr. Jcrmanis acknowledged that the <br />ai'lJl1rt noise issue remains contentious. He notcd that Councilmembers have reported many <br />comments and complaints about airport noise from residents. Mr. Jermanis stated the noise <br />standard llscd in San Lcandro has been imposed by the FAA on the Port of Oakland. He <br />noted that unlike in the City of Alamcda wherc homes in some areas are being insulated as <br />part of a proh,'Tam directed by the Port or Oakland, no area of San Leandro is required to be <br />insulated under FAA standards. Mr. Jell11anis pointed out that residcntial insulation is just <br />onc program in the scttlement agreemcnt between the City and the Port of Oakland. Other <br />items in the agrecment include moving instrument landing systems, roadway improvements at <br />Davis and Doolittle and insulation of schools and libraries. Mr. Jennanis described the <br />consultant selection process and noted that the consultant's work will be perfonned under the <br />City's dircction. Mr. Jennanis stated that the avigation casement was a requirement by the <br />Port 01' Oakland in order to fund the $7-$9 million worth of insulation. Property owners arc <br />
