Ms. Tyler urged everyone to <br />wear red on Friday, Pebruary 6, 2004 in suppol1 of "Wear Red POl' Women Day." <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Cornments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When yOll address the City Council, you should fill out a speaker cal'd and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Adoption or Amendments to the City or San Leandro Building Codes: <br />Regulations Regarding Adding Wood Burning Fireplaces and Appliances (adopts an <br />amendment to the Building Codes to help in the reduction of particulate matter <br />produccd from wood burning appliances in the Bay Area). <br /> <br />This being the time and place lor the Public Hearing on thc abovc maUer, City Manager <br />Jcrmanis gave an overview of the item and introduced Chief Building Official William <br />Schock. M r. Schock gave background on the matter and the proposed amendments to <br />the Building Code. <br /> <br />Couneilmember Badger asked how the ordinance would affect existing fireplaces. Mr. <br />Schock indicated the ordinance would only apply to new construction. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, expressing <br />concem that the costs created by changes to local laws are home by property owners and <br />consumers. Mr. Filipovich commented on the lack of availability of insurance and on <br />the Council's public hearing process. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Vice Mayor Glaze inquired about existing wood huming stoves that do not meet EPA <br />regulations. Mr. Schock noted the proposed ordinance would only apply to new units <br />and not to units currently in place. <br /> <br />Councilmember Grant stated she appreciates the intent or the ordinance but expressed <br />concems that there may be other factors which have a greater effect on air quality than <br />wood smoke. <br />
