<br />MINUTES Page 3 <br />City or SaIl Leandro City COllncil and SJ11_~eandro Redevelopment Agency Joint M~cling February 2, 2004~ .. <br /> <br />Mayor Young noted that there are cUITently many regulations in eHect in the cOlnmunity <br />to reduce elllissions of particulate matter, and many of our industrial manufactLlling <br />plants are under heavy regulation by the EP A and enforcement by the Bay Area Air <br />Quality Managcrnent District (BAAQMD). She pointed out that the effects of these <br />regulations are felt both locally and regionally. The regulations help to prevent local <br />children and adults fi'om getting asthma and improve regional air quality, since <br />particulate matter generated here has a tendency to shiH to the Central Valley. Mayor <br />Young noted that San Leandro is taking a very moderate approach with this ordinance <br />and that sorne other cities are promoting replacement of existing j~replaces. She fU1iher <br />noted that ordinances have heen adopted in six counties and have heen adopted or are <br />currently being considered in 30 cities. <br /> <br />Councilmemher Santos stated this ordinance is a long time in coming and hoped the <br />Council would adopt it. <br /> <br />Council member Stephens stated that although he personally likes wood burning <br />fireplaces, he has switched to a gas hurning insert. He noted that times arc changing and <br />this is a change which needs to he made. <br /> <br />Councilmemher Nardine stated that she has asthma, and there are many envirolUllental <br />l~lctorS which can trigger an asthma attack. She expressed appreciation for <br />Councilmember Grant's comments and for her desire to see other important issues <br />addressed by the Council. Councilmember Nardine expressed wholehearted support for <br />the ordinance and spoke to the need for rnaking incremental changes to the laws and <br />puhlic attitudes in meeting the goal of improved air quality. <br /> <br />Mr. Schock suggested that for further clarification, an Item 5 could be added to the <br />Exception section to speci fy that any existing wood hUl11ing appliance already in place <br />prior to the effective date o[the ordinance would be exempt from its provisions. <br /> <br />.
