Meeting---February 2~_ 2004 <br /> <br />Councilmelllber Nardine asked if waste collection would be considered comlllercial <br />or residential. Mr. Penaranda stated that the waste collection would be considered <br />residential, and the City would work with its Environmental Services Division and the <br />refuse company if waste is generated beyond the residential leveL Couneilrnember <br />Nardine asked i r a small nursery operation would be allowed. Mr. Penaranda noted <br />that outdoor uses are prohibited; however, plants could he grown indoors. <br /> <br />Vice Mayor Glaze asked if the warehouse is considercd part or the project and what <br />would be allowed to be stored there. Mr. Penaranda noted that the warehouse would <br />be landscaped and painted and a new fence constructed. It would continue to be used <br />by the moving company to store dry goods. Vice Mayor Glaze expressed concern that <br />the units beneath the residential units may he used for activities such as pottcry <br />making or woodworking which may involve combustible products such as kilns and <br />lacquers. He noted problems in other cities with fires in live/work units and asked ir <br />rire sprinklcrs will be required. Mr. Pcnaranda stated he is considering <br />recommending that woodworking and kilns not be permitted in the ground-floor units <br />and restricted to the warehouse or work-loft building to the rear or the property. Mr. <br />Hom added that the most practical solution (()r allowing such a use is to locate it in <br />the back unit. Vice Mayor Glaze asked if the lower units will have regular fire <br />inspections. Mr. Penaranda indicated that if they are used as businesses, the lower <br />units will he subjcct to regular fire inspections. <br /> <br />Councilmember Santos asked if starr is confident that there is no soil contamination <br />and whether a condition should be added prohibiting the use of well water for <br />drinking. Mr. Penaranda suggested this condition can be included. Councilmember <br />Santos thanked the applicant and staff !"()r their work to improve noise insulation and <br />suggested the developer consider higher rated doors and windows for increased sound <br />insulation. <br /> <br />Mayor Young asked for an estimate of the beginning and ending dates of the <br />construction. Mr. Larson stated that the working drawings would be started <br />immediately, with construction starting in late spring or early summer. He estimated <br />the project would take six months to onc year to complete. Mayor Young asked if it <br />is possible that all the units would be used as living spaces. Mr. Penaranda noted the <br />warehouse cannot be used for living space, but it is conceivable that the other units <br />could be utilized solely as living spaces. <br /> <br />. Minute Order No. 2004-001, Motion Adopting a Mitigated Negative <br />Declaration and Associated Mitigation Monitoring Program for PLN2003- <br />00046 as Complete and in Compliance with CEQA at 265, 289, and 295 Park <br />Street. Two-story buildings far live/work occupancy would be developed at 289 <br />and 295 Park Street. An existing warehouse building at 265 Park Street would <br />be retained.
