<br />MINUTES Page 7 <br />_S'ity of San Le~~l(!ro City C()u~_e!l and San I."c,andro Rcd~_veloplllcnt Agency Joit~~ Meeting----:February ~": 2004 <br /> <br />deny the re70ning and redevelopment at J 4340 Washington A venue, located on the east <br />side of W ashington Avenue and south of 143rd Avenue. The proposal is to clear the site <br />with the exception of the two-story oi1ice building at the front of the property and to <br />redevelop the property with a new self-storage facility with a manager's office and <br />residence within the retained two-story building). <br /> <br />City Manager Jemlanis gave an overview of the item and introduced Community <br />Deve10prnent Director Hanson Hom. Mr. Hom stated that on January 30, staff received <br />infonmltion which raised a question regarding the title to the property proposed for <br />development. The applicant has expressed an interest in continuing the item to a date <br />certain in order to allow time to resolve the title question. <br /> <br />A motion was made by Councilmember Grant, seconded by Vice Mayor Glaze, to <br />continue the Public Hearing to April 5, 2004. <br /> <br />Public comments on the motion: <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, stating he cannot <br />do anything about the motion to continue the Public Hearing. <br /> <br />Wallace K. Shepherd, Sr., Qronis Ventures, addressed the City Council, stating <br />Qronis Ventures is the owner of the property and asking if an alternate proposal for <br />development of the property might be considered at the time the Public Hearing is held. <br /> <br />Conncill11ember Grant asked lor clarification regarding what infol1nation can he <br />considered at the Public Hearing on April 5. City Attorney Jayne Williams clarified that <br />when the Public IIearing is held, any member of the public can present any issues and <br />testimony ror Council consideration. She suggested Mr. Shepherd address any specific <br />procedural issues with City staff in advance ofthe hearing. <br /> <br />A short Council discussion ensued regarding the ownership orthe property and reasons <br />Jar delaying the hearing. Mr. Hom indicated that the applicant is now requesting that <br />the Public Hearing be continued to April 19. Councill11ember Grant expressed <br />willingness to amend the motion to change the date of the Public Hearing. Mayor <br />Young asked Vice Mayor Glaze, who seconded the original motion, if he accepted the <br />amendment. <br /> <br />A motion was made to table the Public Hearing on the appeal by Mark Landes, <br />Landes Corp., applicant, of the Planning Commission's denial of PLN2003- <br />00054. <br /> <br />Ms. Williams informed the Council that the motion to table the Public Hearing is non- <br />debatable. She indicated that in order [or the Public Hearing to be considered at a l'uture <br />date, a member of the Council must make a motion to take the matter off the table and <br />place it on an agenda lor consideration. <br /> <br />M/S/C Glaze and Santos.
