<br />MEMO <br /> <br />Date: <br /> <br />March 4, 2004 <br /> <br />To: <br /> <br />City Council (~rl <br /> <br />ShcIia Young, MayorT) ~ <br /> <br />City Council Standing Committees, Ad Hoc Committees and <br />Intergovernmental Agencies <br /> <br />From: <br /> <br />Re: <br /> <br />Attached is the matrix of appointments for the 2004 committee and agency assignments. <br />I would suggest that future mayors and city councils consider making appointments to <br />internal city committees for two year cycles in order for the continuity of city government <br />and the learning curve to be more effective. <br /> <br />There is a larger discussion that needs to take place among the council members <br />regarding the appointment process to appoint members to represent the City with <br />intergovernmental agencies. I would hope that by the time a new mayor is in place in <br />2006 those discussions can be explored and the matter resolved. In the meantime, I am <br />prepared to turn over the two scats which were the subject of the last meeting, even <br />though my work with these agencies is not complete. I am currently serving as the <br />elected Chair of the Oakland Airport Noise Fomm and have been working closely with <br />the other mayors on the Forum as well as the FAA and FedEx. That personal connection <br />and relationship will be lost in relinquishing the seat; however, last year when Council <br />Member Santos declared he "did not want" to be appointed, I did in fact say that I would <br />step aside in 2004. I am prepared to do that at this time and have also removed myscIf <br />[rom the internal Airport Committee. I have recommended the appointment of Vice <br />Mayor Glaze to replace me on the committee since his district remains squarely in the <br />path of airport traffic. <br /> <br />As far as the EBDA seat is concerned, I will always feel it was "taken" from me as <br />punishment for asking for a raise after the council granted itself an increase. I remain <br />convinced that the Charter's intention by virtue of the placement under the powers and <br />duties of the mayor and the parenthetical language expects any mayor of this city to <br />represent the "direction" of the council with intergovernmental agencies. Obviously, <br />there is disagreement on this point. <br /> <br />The process of committee meeting schedule and assignments was changed in 1998. <br />Previously, the mayors in office with the exception of appointed Mayor Faria served on <br />every committee and, although the record is not clear, I suspect the mayor in office also <br />chaired those committees, as was the case with Mayor Corbett. I'm sure it was tradition <br />handed down from years of experience. It was my decision in 1998 to attempt a new <br />concept in governance called "shared leadership."
