<br />continues to be the practice this year, and I would hope future mayors will continue to do <br />the same. I believe it has been beneficial to the conncil members currently serving. I <br />have also tried to accommodate each councilmembers' choice of at \east one number one <br />prcfened internal city committee, <br /> <br />Finally, Vice Mayor Glaze and I discussed when we had our meeting regarding <br />committees that it was my intention this year to finally serve on the Rules and <br />Communications committee. After our discussion, he said he thought the historical facts <br />were that the mayor never served on rules/policy committees. Since he was not quite <br />certain, I spent some time researching old records (back to around 1978) and discovered <br />the first time an actual "policy" committee appeared was around late 1980's or early 1990 <br />and was chaired by Mayor Karp, followed by Mayor Faria in December 1993. In 1995 <br />there was a vacancy which was never filled, and then in 1996 Mayor Corbett allowed <br />three councihnembers to reconstitute the committee to create our existing Council <br />Member Handbook. Since 1996 Council Member Bob Glaze has been a continuous <br />member. I am recommending that I be allowed an opportunity to serve on the committee <br />beginning this year. <br /> <br />The ad hoc committees generally do not change since their task generally is specific and <br />short-lived. There are cunently only two ad hoc committees - Marina and Transit. The <br />list sent to you in January also included "Parking Issues" ad hoc; however, I have since <br />discovered it was dissolved in 2003. <br /> <br />Please note one important change to the school liaison committees. To allow more <br />service in connection with schools, there are now three different members on each school <br />liaison. J have asked Council member Nardine to serve on San Lorenzo since she <br />indicated to them at one of our joint meetings that she would be willing to share her <br />expertise from her years of being elected in the San Leandro school district, and she has <br />agreed to do so. In her place, I wa<; going to place Council member Grant but because of <br />her scheduling, she would prefer not to serve this year. I have inserted my own name on <br />this committee after a two-year absence. <br /> <br />After conunittees are appointed, I encourage you to select a chair from among your <br />members. <br /> <br />At least four committees are pre-marked because of previously established criteria. They <br />are as follows: <br /> <br />. Finance Committee ha<; a one-year and two-year committee member seat with the <br />third seat being allocated to the Mayor. Cunently Council Member Nardine is <br />serving in the two-year appointment. Her term will now move to the one-year <br />position, Council Member Stephens has never served on finance but due to a new <br />job and other commitments has indicated his willingness to serve next year. <br />Consequently, Council Member Badger has agreed to stay for which Council <br />Member Stephens was appreciative. <br /> <br />Mayor <br /> <br />Page 2 <br /> <br />3/512004 <br />
