.

The Disaster Council was expanded in 2000 to include a third member from the
council to join the Mayor and Vice Mayor as designated by the ordinance. I am
recommending that we return to the MayorlVice-Mayor mandated positions only.
There are only four meetings per year, and our work is basically review of
existing plans.

o I am recommending to the Council and Manager that during 2004 we have
an overall special work session devoted to our preparedness as we did
several years ago. It's always good to review.

o I would also like to suggest an annu;ll policy of Red Cross training in CPR
plus general life-saving techniques.'

· The Joint Oakland/San Leandro Committee was formed to address issues in
Districts 5 and 6. Consequently, the Mayor and the two Council Members from
those districts fill the seats. There has not been a meeting in several years. We
will work toward scheduling one in 2004.

In my research of old committees, I discovered some interesting facts.

In 1996, there was a separate Sister Cities Committee which was later folded into the
Human Relations Committee and has since become "lost" for lack of activity. I would
like to form a new ad hoc committee for Sister Cities with the sole purpose of planning a
visit to Ponta DeTgada in the Azores during 2005. Their city council elections have
passed and they now have a new mayor. Please let me know if you are interested in
servmg.

Prior to 1990 there was a "Celebrating our City" Steering Committee (shows up around
1985) with no indication of the goal; however, in 1990 and 1991 there was a "Cherry
Festival Committee"; there is nothing to indicate why it no longer met after 1991. Might
not be a bad idea to have another for planning purposes if you arc interested. Please let
me know your thoughts.

Mayor

Pugc 3

3/5/2004
