<br />MIN UTES Page 3 <br />City o~San Lea21~iro CitYC::OUllCij ,and San Leandr.o, Redcvdopmcnl Agcl!cy Join~Meetjng-March 15, ~~__ <br /> <br />A Matter of Proposed 2004-05 Consolidated Action Plan to Implement the Housing and <br />Community Development Strategies oCthe 2000-05 Consolidated Plan (provides [or a <br />public hearing to receive public comment and Council direction to staff on the <br />activities proposed for the 2004-05 Consolidated Action Plan). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jem1anis introduced Community Development Block Grant Manager Lym1 Brown. Ms. <br />Brown narrated a PowerPoint presentation outlining the Consolidated Plan goals and the <br />process for approval ofthe Plan. <br /> <br />The Hearing was then opened to the Public. <br /> <br />LOll Filipovich, 15376 Laverne Drive, addressed the City Council, asking how much <br />the City has collected since the year 2000 in real property transfer tax and on what the <br />money bas been spent. He also asked for infonnation on the loans the City has made to <br />local businesses. Mr. Filipovich expressed concern regarding the connection between <br />redeveloplnent and low-cost housing. <br /> <br />There being no fwiher comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />COllncilmember Santos inquired about the City's progress in the development of <br />affordable housing units and about homeless prevention services. Ms. Brown stated <br />that in mid-ApIil there will be a meeting on the Housing Strategy, which is a strategy lor <br />implementing the Housing Element. She indicated that the Human Services <br />Comlnission is in the process of evaluating proposals f)"om non-prollt organizations for <br />the provision of homeless prevention services and will be making a recommendation to <br />the Council. <br /> <br />Councilmember Santos asked if there would be funding available to assist School <br />District or City employees in obtaining affordable housing. Ms. Brown noted that <br />individuals earning 80% of the median income would qualify for affordable housing and <br />she is researching ways to restructure the IIomebuyer Prol:,'Tam to target teachers and <br />people who work in San Leandro. <br /> <br />Vice Mayor Glaze asked what the City is doing to implement the Housing and Urban <br />Development (HUD) OCficer Next Door and Teacher Next Door programs. He noted <br />that in its meeting with HUD, the Council was given the impression that the prob'Tams <br />were promoted and administered locally. Ms. Brown stated she believed individuals <br />applied directly to HUD for these programs, but would look into the matter. <br /> <br />Vice Mayor Glaze inquired about the relocation of the utility pole, noting that this type <br />of improvement to the frontage of a development is normally the responsibility of the <br />property owner. Mr. Jennanis stated that the relocation of the pole is part of a <br />commercial rehabilitation program on MacArthur Boulevard. Mr. JCl1nanis <br />acknowledged that CDBG funds are not n0l111ally used for this type oCwork. However, <br />the funds are proposed lor use in conjunction with improvements on MacArthur <br />
