<br />MINUTES Page 8 <br />City or~')al1 Leandro C~~i~y Council a~lJ San Lcan~ro Redevelopment Al?cncy Joint I':1ccting-March 15, ~.004 <br /> <br />Vice Mayor Cilaze commented that he has received a number or complaints from individuals <br />regarding the site distance problem for bicyclists created by RVs that extend to the end of the <br />driveway. He asked if Council might want to consider requiring that motor homes not extend <br />beyond a certain distance from the sidewalk. Mr. Jennanis recalled that a similar issue was <br />raised with regard to boats, and he will discuss the rnatter with the City Attoll1ey. Mayor <br />Young suggested it might be a good idea to review that entire section ofthe Municipal Code. <br /> <br />Mr. Jermanis noted that the City is working to convert Eden Road to a city street. Mayor <br />Young mentioned that the item is currently listed in the Countywide Transportation Plan. <br /> <br />Regarding the issues raised by Mr. Filipovich about perceived Brown Act violations, Mr. <br />Jerlnanis stated that the City Council and staff rely on the City Attorney for interpretation on <br />the provisions of the Brown Act. He noted that the meetings described by Mr. Filipovich <br />were in bct not required to be noticed, and the Brown Act does not prohibit individual <br />members of the City Council from conducting private meetings with constituents and staff <br />members. <br /> <br />City Attorney Jayne Williams commented that the City Council is kept informed of any <br />amendments to the Brown Act which arc applicable to its deliberations. <br /> <br />The City Council recessed from 8:35 p.m. to 8:45 p.m. <br /> <br />7. AMENDMRNT OF CONSENT CALRNDAR <br /> <br />City Councilmembers or staff have an OPPoJ1unity at this time to request that an item be <br />removed from the Consent Calendar for the presentation or a staff report or other special <br />consideration. Members of the Public may request, by filing a speaker card prior to the <br />c::t1ling or Item 7, Amendment of Consent Calendar, the oPPoliunity to address the City <br />Council regarding items remaining on the Consent Calendar, Items remaining on the Consent <br />Calendar will be considered for approval under one motion. <br /> <br />Consent Calendar was amended to remove Item 8.A. Item will be considered under <br />Item 9. Items Removed from Consent Calendar. <br /> <br />Vice Mayor Glaze asked ror clarification on Item 8.F. He asked i[the Public Works Agency <br />was the entity with which the City will be entering into the agreement. Mr. Jcnllanis <br />confi!ll1ed that the City will be utilizing software owned by the Alameda County Puhlic <br />Works Agency to calculate the appropriate dishibution of costs for the EMS tax. <br /> <br />Gordon Galvan, Executive Director of the Transportation Management Organization <br />(TMO), addressed the City Council, urging the Council to adopt the Resolution of Intention <br />(0 Establish the West San Leandro Shuttle Business Improvement Distlict (BID). <br /> <br />Michael Jacobowitz, 825 Collier Drive, addressed the City Council in opposition to the <br />BID. He stated he feels the process is unfair and confusing to the affected businesses. Mr. <br />
