<br />MINUTES Pagel7 <br />City or San Lcandro C~ty Council and San Lcandro Rcdcvelopmcnt Agcncy Joint Special Meeting--:-::~pri!}~!~004 <br /> <br />Council member Grant commcnted that she listened to the audiotape of the meeting. <br />She expressed appreciation for the Co unci I' s consideration of her as the alternate to the <br />Congestion Management Agency and respectfully declined the position. <br /> <br />Public Comments on Item 8.A.: <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, commenting that <br />the approval ofthe minutes should be considered earlier on the agenda. <br /> <br />M/S/C Stephens and Badger. Matter of Initiation of a Zoning Code Text Amendment to Consider Possible Expansion <br />or Mailing Radius for Public Hearing Notification of Development Applications <br />(provides update to Council regarding possible expansion of the mailing radius ILx <br />public hearing notification of development applications). <br /> <br />Councilmember Santos commented that he feels the current notlc1l1g radius seems <br />adequatc and that increasing thc mailing radius will entail increased costs and starftimc. <br />Ilc suggested the mailing radius remain as it is now. <br /> <br />Mayor Young agreed with Councilmember Santos and noted that the City has had few <br />problerns with noticing issues. She commented that the mailed notices have bcen <br />revised to be more comprehensible. She suggested sta1J exercise t,'Teater care in the <br />noticing of major projects and asked for a better understanding of the potential cost of <br />expanding the mailing radius. <br /> <br />Vice Mayor Glaze recalled the recent Council work session on the issue of public <br />outreach and surmised that this item is in response to the Council's concerns about <br />public notification. <br /> <br />Mr. ./ermanis stated that Vice Mayor Glaze was correct, and this item is presented in <br />response to the Council's feedback from the work session. Council had expressed <br />concerns regarding the clarity of the public notices and the adequacy of the mailing <br />radius (or projects. Staff responded by improving the noticing 1011n, and the next step is <br />to consider a Zoning Code amcndment to expand the notification radius. Mr. Jemlanis <br />indicated that it will take time and expense to research this project. <br /> <br />Mr. Hom noted that there would be incrcased mailing costs and administrativc time <br />associated with the expansion of the mailing radius, as well as an increase in the number <br />of public inquiries. He pointed out that starr is not making a speci fie proposal tonight <br />but instead is looking for Council direction to have staff explore the various options for <br />increased noti lication and the accompanying Zoning Code Text Amendment. <br /> <br />Mayor Young expressed concem that the staff time to analyze the potential legal, <br />financial and other issues would take a signiiicant commitment or resources at a time of <br />budget cutting. Mr. Hom acknowledged the process would definitely have a financial <br />impact. He gave an example that the expansion of the mailing radius from 300 to 500 <br />
