There would also <br />need to be a commitment of staff time to undertake the study, survey other cities, bring <br />the item to the Planning Commission for review and recommendation, bring the item to <br />a Council Committee and then to the full Council for action. <br /> <br />Councilmember Stephens expressed his appreciation to staff [or bringing this item back <br />in response to the Council's concems. He suggested that, as a cost-saving measure <br />given these austere times, the Council might consider stepping away [rom this issue. <br /> <br />Councilmemher Badger stated that noti11cation has been an issue since the time he <br />served on the Board of Zoning Adjustments. He stated he was pleased that staff has <br />acknowledged the issue and that a study can be undel1aken. Councilmembcr Badger <br />indicated that noti lication will always be an issue, and the 300-foot radius docs not seem <br />to be adequate. <br /> <br />Vice Mayor Glaze pointed out that Mr. Hom's comment that there will be more public <br />inquiries can be viewed as a positive thing, and increasing the notification radius by an <br />additional 300 feet would only mean an additional six homes in each direction. I-Ie <br />asked if the increased notification costs would be recoverable by the developer. Mr. <br />Hom stated he would need to look into whether the increased fees approved this <br />evening would cover the increased staff costs related to the noticing expansion. <br /> <br />Couneilrnember Nardine stated she would like to see the study undeJ1aken. She <br />indicated that she understands the increased notification will generate additional <br />inquiries requiring additional staff time, but often additional stafI time is required to <br />address problems related to notification issues. Councilmember Nardine ah,JTeed with <br />Councilrncmber Badger that notification has been a long-standing issue. <br /> <br />Councilmemher Grant asked if a consultant would be hired to perform the study. Mr. <br />Hom stated the study would be performed in-house. <br /> <br />Councilmember Stephens asked if this issue is a priority [or the Council and ifcost will <br />be the dete1l11inant for increasing the notilication radius. <br /> <br />Mayor Young commented that a blanket statement cannot be made that all notification <br />has been inadequate. She acknowledged that there have been instances where the <br />noti fication has clearly been insufficient. <br /> <br />Councilmemher Badger clarified that during his tenure as both a BZA and City <br />Councihnember, noticing has been an issue. He stated he would like to see the noticing <br />radius expanded. <br /> <br />COllncilmember Santos expressed concern that the study could be a waste of time and <br />enort and that there will always be residents who will complain that they did not receive <br />their mailed notice. <br />
