Accepted as <br />submitted. <br /> <br />Mr. Jermanis commented that there was extensive discussion at the Rules and <br />Communications Comn1ittee n1eeting regarding the timing of the election and run- <br />off and the effect of a run-off election on the terms of those who are elected. <br /> <br />City Clerk Handa addressed the n1ethod for conducting the run-off election, <br />indicating that since the tin1e the Rules and Communications Committee made its <br />recoll1ll1endation to conduct the run-off election by precinct balloting, updated <br />cost information and voter statistics were received which may warrant <br />reconsideration of the all-mail ballot option. She noted that an all-mail ballot <br />election could save the City over $60,000, and voter statistics from the March <br />2004 Primary Election sho\ved that over one-third of San Leandro voters cast <br />mailed ballots. <br /> <br />City ",A.ttolney Williams addressed the issue of the terms of office of the newly- <br />elected candidates. She noted conflicts between the City Charter and Municipal <br />Code as well as the effect of a run-off election on lengthening the terms of office <br />of incumbents and shortening the terms of newly-elected members. The Rules <br />and COmn1unications COmn1ittee agreed that there was a need to correct the <br />inconsistencies between the City Charter and Municipal Code. They also <br />expressed interest in changing the City's election cycle to consolidate the General <br />Municipal Election with the Statewide Primary Election and consolidate a run-off <br />election, if necessary, with the General Election in November with the newly- <br />elected members taking office in January. Ms. Williams informed the Council <br />that the change in the election cycle could be adopted by ordinance, whereas the <br />35-day language contained in the Charter, as well as any adjustment in terms of <br />office for Councilmembers elected during the current election cycle, could only be <br />changed through an an1endment to the Charter approved by the voters. <br />
