<br />IVIINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-IVlay 3, 2004 <br /> <br />Page 2 <br /> <br />Councilmember Badger introduced the Scouts and Troop Leaders from Pack 618, and <br />Mayor Young presented them with the proclamation. The Scouts distributed lapel <br />pins to the Council. <br /> <br />Mayor Young announced the following presentations were made since the last regular City <br />Council nleeting: <br /> <br />. <br /> <br />A contribution was made from the Mayor's Community Fund to the Boy Scouts of <br />Anlerica for its annual breakfast. <br />A contribution was made from the Mayor's Community Fund to the Kiwanis Club of San <br />Leandro for its pancake breakfast. <br />Contributions were Inade froln the Mayor's Community Fund to Arroyo High School and <br />San Leandro High School for their Sober Grad Night Programs. <br />A commendation was issued to St. Peter's Community Adult Day Care Center in <br />recognition of its 20th Anniversary. <br />A contribution was made from the Mayor's Community Fund to Girls Inc. of Alameda <br />County for its annual breakfast. <br />A proclamation was issued declaring "Judy Glenn Day" in San Leandro in recognition of <br />her 25 years of dedicated service to Girls Inc. <br />A C0111nlendation was issued to Lena Arbee, Carolyn Copeland and Brian Copeland for <br />their roles in Inaking San Leandro the fine community that it is today. <br />A certificate was issued naIning Lena Arbee as an Honorary Citizen of San Leandro. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 nlinutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Approval of the 2004-2005 Consolidated Action Plan to Inlplement the <br />Housing and Community Development Strategies of the 2000-2005 Consolidated Plan <br />[implelnents the strategies of the 2000-2005 Consolidated Plan by undertaking activities <br />during the program year utilizing two grants (HOME and Community Developnlent <br />Block Grant) from BUD, the Housing Set-Aside funds from the San Leandro <br />Redevelopment Agency and the San Leandro Housing Finance Corporation funds]. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave background on the item and introduced Community Developlnent Block <br />Grant Manager Lynn Brown. Ms. Brown provided an update on the approval process <br />for the Plan since the last City Council Public Hearing on March 15, 2004. She reported <br />that there were no comments received during the comment period, and there was one <br />project change to transfer $30,931 frOln Public Service Projects to the Senior Center <br />Developlnent Project. <br /> <br />The Hearing was then opened to the public. <br />
