<br />l\UNUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 7, 2004 <br /> <br />Page 4 <br /> <br />Counciltnember Santos asked for clarification of the Conditions of Approval <br />requiring construction to commence within 12 months and to be con1pleted within 18 <br />months and whether these limits would be a constraint on the applicant. Ms. Lorentz <br />clarified that the time limits in the Conditions of Approval are the City's standard, <br />and the applicant would need to adhere to the Redevelopment Agency's time limits <br />which are stricter than the City's. Councilmember Santos asked if the Conditions <br />could be modified to make them clearer. Mr. J en11anis noted that if the applicant <br />experiences difficulty meeting the timeframe, staff can return to the Agency to modify <br />the agreement. <br /> <br />Counciln1eInber Glaze complimented Redevelopment staff on gIvIng a clear and <br />concise presentation. He asked if, \vhen the project is completed, the property will go <br />onto the regular tax rolls or stay within the tax increment area. Mr. J em1anis noted <br />the property is within the Plaza project area, and agencies such as the school district <br />and BART will receive their portion of property tax revenue through pass-through <br />agreements. <br /> <br />Councilmember Glaze noted that this was public land, and he asked if the funds <br />collected from the sale of the property would go back into the area for public <br />improveInents. Mr. Jermanis indicated that the Agency could direct staff to find <br />opportunities to reinvest the funds within the project area. <br /> <br />Counciltnember Glaze stated that he thinks this is an excellent proj ect and will be a <br />wonderful addition to Davis Street. <br /> <br />Councilmember Grant stated she likes the project, and it is a good fit for the property. <br />She suggested that perhaps rather than just a flat fayade, there could be some relief <br />added to the building. Councilmelnber Grant asked about the City's liability for any <br />issues, such as asbestos, at the site, since the property is being purchased "as is." Ms. <br />Lorentz noted that staff suspects the presence of asbestos and lead paint in the <br />building. The applicants will sign a statement at escrow releasing the City from all <br />liability associated with the building's condition. <br /> <br />Councilmember Grant asked about the fences and walls proposed for the property. <br />Ms. Lorentz described the plan for the proposed 6- foot masonry wall along the north <br />and east perimeters with a section of wrought iron fencing behind Building B. <br /> <br />.
