Matter of PLN2004-00031, Rezone, Planned Development, General Plan Map <br />AlTIendment, Disposition and Development Agreement, General Plan Conformity <br />Finding, and Initial Study/Mitigated Negative Declaration and Mitigation Monitoring <br />Program; to Approve Development of Approximately 9,518 Square Feet of Office <br />Uses for 1016-1052 Davis Street. Two Parcels would be rezoned frOJTI RM-1800 <br />(PD) to CN (PD); two parcels would be rezoned from CN to CN (PD); general plan <br />map amendment for two parcels from High Density Residential to Neighborhood <br />Commercial. Assessor's Parcel Numbers 075-0148-05, 075-0148-06-01, 075-0148- <br />07, 075-0148-08-02; 1040 Davis Partnership LLC (Applicant); City of San Leandro <br />Redevelopn1ent Agency (Property Owner-Property to be sold to applicant as part of <br />entitlement process). <br /> <br />This being the tin1e and place for the Public Heming on the above n1atter, City <br />Manager Jennanis gave an overvievv of the item and introduced Senior Development <br />Specialist Amalia Lorentz. Ms. Lorentz gave a Po\verPoint presentation providing <br />details of the proposed project. <br /> <br />Claire Koenig, 1040 Davis Partnership, LLC (Applicant), addressed the City Council <br />and RedeveloplTIent Agency, stating that she is a longtime resident of San Leandro <br />and is excited about presenting the proposed project for consideration. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council and <br />Redevelopment Agency regarding the need to separate City Council business from <br />Redevelopment business. <br /> <br />There being no further comn1ents from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Mayor Young asked for clarification regarding the height of the proposed building. <br />Ms. Lorentz clarified that the building will be the same height--25 feet--as the <br />adj acent building. <br /> <br />Mayor Young pointed out that the City Council/Redevelopment Agency received a <br />letter from the property owners at 7274 Dabner Street concerning traffic and parking <br />issues on Dabner. Ms. Lorentz noted there will be no vehicular or pedestrian access <br />to the project from Dabner Street. She further noted that the applicant has obtained a <br />letter fron1 the Boy Scouts of AInerica agreeing to consider reciprocal parking. <br /> <br />Councilmember Nardine asked about the locations of the handicapped parking spaces <br />and trash enclosure. Ms. Lorentz pointed them out on the map. Councilmember <br />Nardine expressed concern that the bicycle racks should be consistent with others in <br />the city and that they should blend with the historical downtown architecture. Ms. <br />Lorentz indicated that the selection of the bicycle racks and their placement on the <br />property will be subject to the approval of the Community Development Director. <br />
