<br />J\lINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 7, 2004 <br /> <br />Page 6 <br /> <br />In response to concerns raised by Mr. Filipovich, Councilmember Santos asked the City <br />Attorney to comment on the authority by the City Council and Redevelopment Agency <br />to conduct a joint public hearing. <br /> <br />City Attorney Williams stated that the meetings of the City Council and Redevelopnlent <br />Agency are joint meetings and are noticed as such. The City Council and <br />Redevelopment Agency are two separate decision-making bodies and have the authority <br />to hold joint public hearings and issue concurrent agendas. The previous public hearing <br />was listed and noticed as a joint public hearing, and it was clearly specified as to which <br />body was responsible for each action. Ms. Willianls further noted that it is the custom <br />and practice of many cities in which the City Council members also serve as <br />Redevelopment Agency board Inembers to conduct the business of both agencies in this <br />nlanner. <br /> <br />5. PUBLIC COMMENTS <br /> <br />Connnents are lilnited to 3 minutes per person. When you address the City Council, you <br />should fill out a speaker card and submit it to the City Clerk so the order of speakers may be <br />detennined and an official record of names and addresses obtained. The public is invited to <br />ll1ake conunents on items of public interest NOT listed on the Agenda. <br /> <br />Jeff Kerry, Kerry & Associates, 1121 Brookvale Drive, addressed the City Council <br />regarding his objection to the Tequila Grill's dumpster being left on the sidewalk. He <br />referenced a letter he sent to the City in July 2003 on the subject and stated that the situation <br />has not changed much since that time. <br /> <br />John Manuel, 13122 Neptune Drive, addressed the City Council regarding the selection of <br />the two community representatives to the Oakland AirpOli Master Plan Stakeholder <br />C0111mittee. He stated that he welcomed the new faces but questioned the qualifications of <br />the two people selected. He requested that the Council deny the approval of the <br />representatives. <br /> <br />Francois Gallo, NAACSL, 979 Woodland, addressed the City Council regarding the <br />selection of the community representatives to the Oakland Airport Master Plan Stakeholder <br />COffilnittee. He requested full disclosure by the two candidates selected, including any <br />connections they have to the airport and if they are paid by their employers to attend the <br />Stakeholder meetings. He suggested that as a compromise, a NAACSL member be appointed <br />to the Comlnittee. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding redevelopment <br />projects and the tax increment generated by the projects. <br /> <br />Darlene Evans, 359 Bristol Boulevard, addressed the City Council regarding problems she <br />has experienced in renting out her duplex. She commented regarding neighborhood noise and <br />other problems and the response by police. Ms. Evans suggested changing the day of the <br />
