<br />IHINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 7, 2004 <br /> <br />Page 7 <br /> <br />week for Councillneetings to Tuesday. She stated that she was glad OB Badger was selected <br />as Vice Mayor. <br /> <br />Paul Vargas, 872 Portola Drive, addressed the City Council, requesting the Council take a <br />1110nlent of silence, adjourn the meeting and issue a proclamation in the nlemory of fonner <br />President Ronald Reagan. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />Mr. J etmanis addressed the trash issue described by Mr. Kerry. The Police Departnlent and <br />C0111111Unity Standards investigated the matter after receiving Mr. Kerry's July 2003 letter, <br />discovered a violation and notified the restaurant operator and property owner. Mr. J ermanis <br />noted that Mr. and Mrs. Kerry recently contacted Councilmember N ardine to report that the <br />probleln continues, and the restaurant was cited this week. Mr. Jermanis stated that the City <br />will continue to monitor the situation, but the problem is likely to continue unless the <br />ordinance is changed to increase fines for continued offenses. <br /> <br />Councilmember Glaze asked about the conditions imposed on the tenants and property owner <br />in exchange for the COlnInon space improvenlents made to the property by the City. Mr. <br />Jenl1anis stated that staffwill check the conditions to see if there may be a violation. <br /> <br />Mr. J ermanis noted that the airport appointnlent issue will be addressed later in the nleeting. <br /> <br />Mr. JeImanis acknowledged the work of Carolyn Knudtson, her staff and the department <br />heads for the great work on the Cherry Festival this past weekend. <br /> <br />Counciltnenlber Nardine asked if staff will bring back amendments to the community <br />standards ordinance at the appropriate tilne. Mr. J ernlanis confirmed that staff will do so. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request, by filing a speaker card prior to the <br />calling of Item 7, Amendment of Consent Calendar, the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar. Items remaining on the Consent <br />Calendar will be considered for approval under one motion. <br /> <br />\Vafaa Aborashed, 672 Tudor Road., addressed the City Council, expressing concern <br />regarding the Airport Noise Insulation Program, the system for selecting participants and the <br />lottery for selecting the homes. She commented that the lottery system is unfair and will pit <br />neighbors against each other. <br /> <br />Mr. J erm ani s stated that the City has tried to make it clear that the homes Inost impacted by <br />airport noise would have the first priority for insulation.
