PUBLIC HEARINGS-ALL AGENCIES <br /> <br />Public Hearing Comn1ents are limited to 5 n1inutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Adopting the City Manager's Proposed Budget, 2004-05 Fiscal Year <br />(including the San Leandro Redevelopment Agency, San Leandro EconOlnic <br />Developlnent Agency, San Leandro Housing Finance Corporation, San Leandro Parking <br />Authority and San Leandro Public Financing Authority) (adopts City Manager's <br />Proposed 2004-05 Budget, establishes the Gann Appropriations Lin1it, atnends the <br />Utility Users Tax to eliminate the Non-Residential Rebate Program over a two year <br />period and make other clarifications, advises the 01'0 Lorna Sanitary District of the <br />City's intention to assert exclusive jurisdiction as to solid waste and related collection <br />activities after August 31, 2007 and establishes the amount of outstanding debts of the <br />Redevelopment Agency to the City). <br /> <br />This being the time and place for the Public Hearing on the above Inatter, City Manager <br />J ermanis gave a PowerPoint presentation providing an overview of the proposed budget <br />for Fiscal Year 2004-05. The presentation addressed budget balancing strategies <br />including reductions in non-public safety expenses and options for revenue <br />enhancement. <br /> <br />The Hearing was then opened to the public. <br /> <br />George Tucker, 1363 View Drive, addressed the City Council, suggesting that the <br />proposed tax and fee measures have a sunset, that low-income seniors either be <br />exempted from the tax and fee increases or pay a lower rate and that either commercial <br />properties pay a larger percentage of the parcel tax than residential properties or that the <br />Council consider increasing the business license tax instead. Mr. Tucker stated that <br />government basically exists to provide police and fire protection and that the parcel tax <br />should instead be used to fund parks, recreation, library and social services. <br /> <br />Victoria Williams, Chair of the board of Senior Services Foundation, addressed the <br />City Council, thanking the Council for its support for senior services. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council regarding the Oro <br />Lorna Sanitary District, asking taxpayers to subsidize other taxpayers, a document that <br />lists the City of San Leandro as paying the highest wages for certain City elnployees and <br />the need to separate Redevelopment Agency business from Council business. <br /> <br />Al Rosenga, member of the Chamber of Commerce Legislative Committee, <br />addressed the City Council, stating that the Associated Homeowners are in agreement <br />with the Chamber of Commerce on its approach to the City's proposed revenue <br />Ineasures. <br /> <br />Allan Lindsay-O'Neal, 14162 Outrigger Drive, addressed the City Council, stating <br />that Measure G should have been regarded as a warning, and the City needs to <br />
