<br />~lINUTES Page 6 <br />City of San Leandro City Council, San Leandro Economic Development Agency, San Leandro Housing Finance <br />Corporation, San Leandro Parking Authority, San Leandro Public Financing Authority, and San Leandro <br />Redevelopment Agency Joint Meeting-June 21, 2004 <br /> <br />Mayor Young listed some of the programs such as the Cherry Festival, Miracle on <br />East14th Street and Sausage and Suds Festival which the entire Council feels are <br />important. She suggested forming an ad hoc committee to look at alternate approaches <br />for funding these programs and expressed willingness to serve on the committee herself <br /> <br />Mayor Young comn1ented that the City's police force has been at the same staffing level <br />for several years while, during the same period, other cities have increased police <br />staffing. She commented that the San Leandro Police Department does a phenomenal <br />job of protecting its citizens and expressed opposition to reducing public safety staffing <br />levels. <br /> <br />Mayor Young called attention to the other essential programs, such as parks and <br />recreation programs and community assistance programs, funded by the City. She <br />pointed out that a city cannot run effectively with only police and fire protection. Mayor <br />Young expressed appreciation to all the organizations that have come forward with <br />ideas to help the City tackle these tough budget issues. In response to those people who <br />compare the City's current General Fund budget to the budgets from prior years, she <br />noted that this is not a logical comparison. <br /> <br />CouncilmelTIber Stephens complimented staff for their flexibility and responsiveness to <br />the community and to the Council in crafting the budget in very difficult times. He <br />expressed support for a sunset on the parcel tax proposal. <br /> <br />Mayor Young asked if the Council had any obj ection to modifying the non-residential <br />Utility User Tax rebate program to proceed with the first year phase-out and review of <br />the progfmTI in one year.
