Ayes: 7; Noes: 0 <br /> <br />Councihnember Santos asked if a change could be Inade to the motion to include <br />consideration by the Ad Hoc Comn1ittee to increase the Business License Tax. <br />There was consensus by the Council to do so. <br /> <br />. Minute Order No. 2004-027, Motion of the City Council of the City of San <br />Leandro Directing Staff to Prepare Ordinances Establishing an Emergency <br />Communications Fee and a Public Safety Parcel Tax and to Prepare a Resolution <br />Placing the Question of Public Safety Parcel Tax before the Voters on November 2, <br />2004. (l055/1170) <br /> <br />The City Council directed staff to prepare ordinances establishing an <br />Emergency Communications Fee and a Public Safety Parcel Tax (subject to the <br />further consideration by the City Council Ad Hoc Committee to Consider <br />November 2004 Ballot Measures of the Business License Tax alternative) and <br />to prepare a resolution placing the question of a Public Safety Parcel Tax <br />before the voters on November 2, 2004. <br /> <br />M/S/C Santos and Glaze. Ayes: 7; Noes: 0 <br /> <br />5. PUBLIC COMMENTS <br /> <br />COlnn1ents are limited to 3 minutes per person. When you address the City Council, you <br />should fill out a speaker card and subn1it it to the City Clerk so the order of speakers may be <br />determined and an official record of names and addresses obtained. The public is invited to <br />Inake comments on items of public interest NOT listed on the Agenda. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, comparing salary figures <br />for police officers in San Francisco and San Leandro, commenting on partisan versus non- <br />partisan govermnent and claiming a violation of the Brown Act took place at the last regular <br />City Council meeting when the Assistant City Manager approached the dais and whispered <br />comments to the City Manager. Mr. Filipovich commented that the City Manager should <br />have in1n1ediately disclosed the information that was conveyed to him. <br /> <br />The City Council recessed from 8:15 p.m. to 8:25 p.m. <br />
