Minute Order No. 2004-027, Motion of the City Council of the City of San Leandro Directing Staff to Prepare Ordinances Establishing an Emergency Communications Fee and a Public Safety Parcel Tax and to Prepare a Resolution Placing the Question of Public Safety Parcel Tax before the Voters on November 2, 2004. (l055/1170) The City Council directed staff to prepare ordinances establishing an Emergency Communications Fee and a Public Safety Parcel Tax (subject to the further consideration by the City Council Ad Hoc Committee to Consider November 2004 Ballot Measures of the Business License Tax alternative) and to prepare a resolution placing the question of a Public Safety Parcel Tax before the voters on November 2, 2004. Lou Filipovich, 15376 Laverne Drive, addressed the City Council, comparing salary figures for police officers in San Francisco and San Leandro, commenting on partisan versus non- partisan govermnent and claiming a violation of the Brown Act took place at the last regular City Council meeting when the Assistant City Manager approached the dais and whispered comments to the City Manager. Mr. Filipovich commented that the City Manager should have in1n1ediately disclosed the information that was conveyed to him. The City Council recessed from 8:15 p.m. to 8:25 p.m.
