PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 rllinutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Approval of the Citizen Participation Plan for the Development of the <br />Consolidated Plans for Housing and CorTImunity Development Programs Funded by <br />the U.S. Department of Housing and Urban Development (BUD) (adopts the Citizen <br />Participation Plan, as required by HUD regulations, to assure that all residents and <br />stakeholders have an opportunity to provide input into the development of all plans <br />and reports related to housing and con1munity development in San Leandro). <br /> <br />This being the time and place for the Public Hearing on the above n1atter, City <br />Manager Jermanis introduced Housing/Community Development Block Grant <br />Manager Lynn Brown. Ms. Brown gave a short PowerPoint presentation describing <br />the Citizen Participation Plan for the housing and con1n1unity development programs <br />funded by the U.S. Department of Housing and Urban Developrl1ent (BUD). <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, con1n1enting that <br />the unemployed non-subsidized taxpayer is the only source of income for all branches <br />of government. He stated that long-time San Leandro residents are being ignored and <br />stakeholders are not represented. Mr. Filipovich further stated that the City's <br />participation in the Plan is mandatory in order to stay in the redevelopment business. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />In response to Mr. Filipovich's con1ments, Mr. Jennanis stated that the funding for the <br />City's housing program is made available through HUD, and there is no relationship <br />between this funding source and the City's involvement in Redevelopment activities. <br /> <br />Councilmernber Grant asked about the eight people who attended the cOll1munity <br />n1eeting and if they represented any particular groups. Ms. Brown replied that there <br />were representatives from the public school system, two homeowners associations, <br />Congregations Organized for Renewal (COR) and Community Resources for <br />Independent Living (CRIL). <br />
