<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 6, 2004 <br /> <br />Councilmember Grant asked why the comment period was only 15 days when the <br />Annual Report had a 30-day comment period. Ms. Brown responded that HUD <br />regulations require a 15-day comment period for the Citizen Participation Plan. <br /> <br />Councilmen1ber Grant pointed to the comment regarding requests for sign language <br />interpretation and asked if requests for interpretation of other languages should also be <br />included. Ms. Brown stated that the notification period for any requests for <br />interpretation or translation services has been reduced from 10 days advance notice to 5 <br />days. <br /> <br />Councilmember Grant commented that the description of the target audience is <br />somewhat general and asked if it would be beneficial to provide more specificity. Ms. <br />Brown indicated that this could be easily accon1plished. She noted that the Citizen <br />Participation Plan would outline the plan for citizen participation in all the housing and <br />community development plans and reports, and it is a "plan for a plan." <br /> <br />Councilmember Santos noted that there is tremendous interest in this prograln. He <br />commented that the programs are for low- to moderate-income persons and are not <br />focused solely on seniors. <br /> <br />Councihnelnber Santos noted that the Plan states that the City is not responsible for <br />providing public transportation to the meetings. He indicated that the lack of <br />transportation to these types of meetings and events is a comment he has often heard at <br />the Commission on Aging and other social services meetings. Councilmember Santos <br />suggested that if the opportunity is presented to offer transportation, the City should <br />make an effort to provide it. <br /> <br />Councilmember Santos asked which languages could be requested for translation. Ms. <br />Brown responded that staff will atten1pt to accommodate a request for translation for <br />any language if the request is made 5 days in advance of the meeting. <br /> <br />. Matter of Consideration of Placing a Public Safety Parcel Tax on the November 2,2004 <br />Ballot [proposes a Public Safety Parcel Tax measure which, if passed, would generate <br />$1.75 million in revenue in fiscal year 2004-05 and $3.5 million in revenue (escalated <br />for inflation) annually in fiscal years 2005-06 through 2009-10]. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave background on the matter and introduced Finance Director Jesse Baloca. <br />Mr. Baloca provided a short PowerPoint presentation on the Public Safety Parcel Tax <br />Ineasure proposed for voter consideration on the November 2, 2004 ballot. <br /> <br />The Hearing was then opened to the Public. <br />
