<br />I\UNUTES Page 4 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, San Leandro Economic Development Agency, <br />and San Leandro Hillside Geologic Hazard Abatement District Joint Meeting -July 19, 2004 <br /> <br />Mr. Glassberg requested the Council's endorsement of the measure. In conformance <br />with its policy, the City Council referred the request to the Rules and Communications <br />Committee for consideration. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers Inay be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Imposing Liens for Non-Payment of Delinquent 2003-04 Sewer, Solid Waste <br />Service and Weed Abatement Charges, and 2004 Business License Fees (permits the <br />City to place delinquent charges on the applicable fiscal year 2004-05 Alameda County <br />secured property tax roll). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the matter and introduced Finance Director Jesse Baloca. <br />Mr. Baloca provided the Council with updated lists of the delinquent fees and charges. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />. Resolution No. 2004-112, Resolution Overruling Protests (Sewer Service, Solid <br />Waste Service and Weed Abatement Charges, and Business License <br />Fees). (1078/1203/1221) <br /> <br />M/S/C Santos and Stephens. Ayes: 7; Noes: 0 <br /> <br />. Resolution No. 2004-113, Resolution Imposing Liens for Non-Payment of <br />Delinquent Sewer Service, Solid Waste Service and Weed Abatement Charges, and <br />Business License Fees. (1078/1203/1221) <br /> <br />M/S/C Santos and Stephens. Ayes: 7; Noes: 0 <br /> <br />B. Matter of Consideration of En1ergency Communication System Access Fee Ordinance <br />and Resolution to Amend the City's Fiscal Year 2004-05 Fee Schedule (establishes an <br />Emergency Communication Systen1 Access Fee to finance improvements and <br />operations of the City's 911 emergency cOffilnunication system). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave background on the item and introduced Deputy Finance Director Cynthia <br />
