<br />:MINUTES Page 5 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, San Leandro Economic Development Agency, <br />and San Leandro Hillside Geologic Hazard Abatement District Joint Meeting -July 19, 2004 <br /> <br />Battenberg. Ms. Battenberg gave a short PowerPoint presentation providing details on <br />the proposed Emergency Communication System Access Fee ordinance and resolution. <br /> <br />The Hearing was then opened to the public. <br /> <br />Shiyama Clnnie, SBC, addressed the City Council, clarifying that SBC is not opposed <br />to the 911 Fee. She commended the City of San Leandro for working with SBC in <br />considering their model ordinance. Ms. Clunie commented that some wireless phone <br />cOlllpanies have filed lawsuits against 911 fees in other cities, and SBC feels it may <br />need to follow suit. She stated that SBC wants to ensure that the laws are applied <br />equally to both wireless and wired line companies. <br /> <br />There being no further comments fronl the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Mr. J ermanis clarified that the recoDlmendation before the Council is to take action on <br />the ordinance that would provide the structure for the Emergency Communication <br />System Access Fee. The actual fee will be adopted by resolution and will be presented <br />to the Council for approval in September. <br /> <br />Councilnlember Grant asked about the process for collecting the fee from the telephone <br />service providers. Mr. J ermanis indicated that the process would be similar to the <br />collection of the Utility Users Tax. Ms. Battenberg stated that the City would allow the <br />telephone service providers to assess a service charge of up to one-eighth of one percent <br />on the amounts collected. <br /> <br />. Matter of a Resolution Amending Title 6, Chapter 4 of the San Leandro Administrative <br />Code Relating to Fiscal Year 2004-05 Fees for San Leandro Marina Berth Rental <br />(approves proposed adjustments to City berth rental rates and service charges for fiscal <br />year 2004-05 effective August 1,2004). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J erm ani s gave background on the item and introduced Public Works Services Director <br />Bob Rockett. Mr. Rockett and Marina Supervisor DelMarie Snodgrass gave a short <br />PowerPoint presentation providing an update on the actions taken since the matter was <br />last considered by the Council and outlining the proposed rate increase. <br /> <br />The Hearing was then opened to the public. <br />
