<br />IHINUTES Page 6 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, San Leandro Economic Development Agency, <br />and San Leandro Hillside Geologic Hazard Abatement District Joint Meeting -July 19, 2004 <br /> <br />There being no con1illents fron1 the public, and without objection, the Public Hearing <br />was closed. <br /> <br />Councilmember Santos noted that at the meeting held at the Marina, questions were <br />raised by berthers from both the San Leandro Yacht Club and the Spinnaker Yacht <br />Club. He asked about providing the berthers with a response to the issues raised, such <br />as cable access, deck repairs and increased police patrol. Mr. Jermanis stated that staff <br />can give a written update to the berthers indicating the approach to be taken for each <br />issue raised. <br /> <br />Councilmen1ber Nardine asked how many employees work at the Marina. Mr. Rockett <br />replied that there are four full-time and two part-time employees at the Marina. <br /> <br />· Resolution No. 2004-114, Resolution Amending Title 6, Chapter 4 of the San <br />Leandro Administrative Code Relating to Fiscal Year 2004-05 Fees for San Leandro <br />Marina Berth Rental. Matter of Amendments to the Zoning Code and Administrative Code Relating to <br />Affordable Housing. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis gave an overview of the matter and introduced Con1illunity Development <br />Director Hanson Horn. Mr. Hom gave additional background on affordable housing <br />goals and policies and the City's Housing Strategy. He introduced Housing and <br />Comn1unity Development Block Grant Manager LYllll Brown. Ms. Brown gave a short <br />PowerPoint presentation summarizing the components of the proposed Inclusionary <br />Zoning Ordinance and Residential Density Bonus Ordinance. <br /> <br />V ice Mayor Badger asked if the design requirements allowed developers to use lesser <br />quality materials on the inteliors of affordable units than they would use for the market <br />rate units. Ms. Brown confinned that developers could do so. <br /> <br />The Hearing was then opened to the public. <br /> <br />Audrey Albers, Mulford Gardens Improvement Association, addressed the City <br />Council, asking if the zoning ordinance would apply to all residential areas of the city. <br />Mr. J ermanis confirmed that it would. Ms. Albers asked if the ordinance would <br />increase the density currently allowed in the Zoning Code. Mr. Jermanis clarified that <br />the Density Bonus Ordinance, as indicated by Mr. Hon1, would bring the City's local <br />law into compliance with State law. Mr. Hom noted that the ordinance would not <br />Inaterially change the application of the density bonus, and most developers would <br />probably not take advantage of the incentive. Ms. Albers quoted an article in the real <br />estate colun1n of the San Leandro Times which stated that inclusionary zoning did not <br />yield the intended benefits for cities in Southern California. <br />
