<br />l\UNUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 7, 2004 <br /> <br />Councilmember Santos asked if BAAQMD considered the local zoning in its permit <br />process. Mr. Bateman stated that the review performed by BAAQMD is restricted to its <br />own rules and regulations which primarily consider air pollution control requirements. <br />He indicated that the applicant is responsible for ensuring approvals are obtained from <br />all the appropriate agencies. <br /> <br />Councilmember Glaze recalled a local crematorium which was cited for inappropriate <br />cremation teclmiques and pointed out the potential emotional devastation if an accident <br />were to occur near a neighborhood. He asked ifBAAQMD has considered what would <br />be an appropriate location for a crelnatorium. Mr. Bateman stated that BAAQMD has a <br />con1pliance and enforcement department which performs inspections of facilities. He <br />noted that visible elnissions or odors are an infrequent occurrence with modem <br />crematories, but BAAQMD would like to know if problems occur so that action can be <br />taken. <br /> <br />Councilmember Nardine asked for clarification regarding when the City would be <br />notified in the event the applicant chooses to withdraw the permit application. Mr. <br />Bateman stated that BAAQMD should know by Monday whether the application will <br />be withdrawn. <br /> <br />Mayor Young commented that it is ilnportant for the Council to move this forward on <br />the issue whether or not the application is withdrawn. She noted that the zoning issue <br />was overlooked in the General Plan and should be corrected as soon as possible. <br /> <br />Mayor Young announced that the public hearing on this item will be held on October 18 <br />at 7:00 p.m. at the Marina Community Center, and there being no objection from the <br />Council, the public comment on the n1atter will be deferred until then. <br /> <br />Counciln1ember Santos stated that he would like staff to look at the IG zoning in and <br />around Tin10thy Drive with regard to the location of crematoriums and expressed <br />concen1 with this type of business being considered for location in such close proximity <br />to schools and residences. <br /> <br />1 O.A.
