PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 lTIinutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers lTIay be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of PLN2004-00034; Rezone fron1 RM1800 Residential Multi-Family District to <br />RM2500 (PD) Residential Multi-Family, Planned Development Overlay District; <br />Planned Development and Vesting Tentative Map 7497 to Construct a Six-Unit <br />Residential Project. The proposal comprises six three-story residential row-homes at <br />915 Lewelling Boulevard. Each unit will have four bedrooms and an attached two-car <br />garage. The homes are for single-family ownership. Assessor's Parcel Number 80G- <br />1290-13; D. Ayres, Herald & Ayres Architects (applicant), J. Ontiveros and M. Winneg <br />(property owners). <br /> <br />This being the tin1e and place for the Public Hearing on the above matter, City Manager <br />Jermanis introduced Planner Elmer Penaranda. Mr. Penaranda narrated a short <br />PowerPoint presentation describing the proposed proj ect. <br /> <br />The hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />Vice Mayor Badger inquired about the project design, noting its similarity to a project <br />on Washington Boulevard. Mr. Penaranda noted that the developers modeled this <br />project after the project at Washington and Castro. <br /> <br />Councilmember Grant observed that the project does not require inclusionary zoning. <br />Mr. Penaranda noted that the inclusionary zoning ordinance has not yet been adopted by <br />the Council. <br /> <br />Councihnember Glaze asked if any objection was received to the three-story building. <br />Mr. Penaranda noted that a concern was raised but has since been addressed. <br /> <br />Councilmember Glaze asked if the development includes parking in-lieu fees and traffic <br />mitigation fees. Mr. Penaranda confilmed that the fees are included in the Conditions of <br />Approval. <br /> <br />Councilmember Glaze asked if the traffic impacts on Lewelling Boulevard of projects <br />such as this one have been assessed. Mr. Penaranda noted that Traffic Engineering has <br />determined that this 6-unit development would not have a significant impact on existing <br />Lewelling traffic, but they have not studied any other projects in the area. <br />
