Pledge of Allegiance to the Flag <br /> <br />Councilmember Grant led the Pledge of Allegiance to the Flag. <br /> <br />B. Roll Call <br /> <br />PRESENT: Melnbers Badger, Grant, Nardine, Santos, Stephens; Mayor Young <br /> <br />ABSENT: Menlber Glaze <br /> <br />2. PRESENT ATIONS/RECOGNITIONS <br /> <br />Mayor Young announced the following presentations made since the last regular City Council <br />meeting: <br />A Proclamation was issued declaring September 18, 2004 as "Our Lady of Penafrancia <br />Day" in San Leandro. <br />A Commendation was presented to Con1nlunity Resources for Independent Living (CRIL) <br />. 25th ^. . <br />on Its J-liIDlVersary. <br />A contribution was made fron1 the Mayor's C011IDlunity Fund to Washington Elementary <br />School to replace a broken refrigerator. <br />A contribution was nlade from the Mayor's COl1ID1unity Fund to Project Literacy on <br />behalf of the San Leandro Public Library Foundation. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are lilnited to 5 lninutes per person, subject to adjustnlent by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers lnay be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Proposed Consolidated Annual Performance and Evaluation Report <br />(CAPER) of the 2003-2004 Consolidated Annual Plan (approves the 2003-2004 <br />CAPER, a report required by the Department of Housing and Urban Development <br />describing all the projects undertaken and funds expended during the program year, as <br />formulated by the Consolidated Action Plan for 2003-2004). <br /> <br />This being the tilne and place for the Public Hearing on the above matter, City Manager <br />J ennanis gave background on the item and introduced Community Development Block <br />Grant Manager Lynn Brown. Ms. Brown narrated a short PowerPoint presentation <br />highlighting projects detailed in the CAPER. <br />
