<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 20, 2004 <br /> <br />Noting that CRIL is located in Hayward, Councilmember Nardine asked if the City of <br />San Leandro or the City of Hayward would be handling bidding for the roof <br />replacement project. Ms. Brown clarified that the City of Hayward has taken the lead <br />on the rehabilitation of the building, and the City of San Leandro is working with the <br />City of Hayward to accomplish the r:oof replacement. <br /> <br />The Hearing was then opened to the public. <br /> <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br /> <br />Counci lmember Santos cOlnmented that he believed Section 8 vouchers were no longer <br />being issued. Councilmember Grant clarified that the Department of Housing and <br />Urban Development (RUD) has changed the way it funds the Section 8 program, and <br />these changes have caused the Alan1eda County Housing Authority to discontinue <br />accepting new clients and clients transferring from other jurisdictions. <br /> <br />Councilmember Santos comn1ented favorably on the improvements made to the Manor <br />Farnsworth Shopping Center and expressed interest in having the City consider <br />improvements to the shopping centers on Marina Boulevard and Marina Faire Shopping <br />Center in the future. <br /> <br />. Resolution No. 2004-139, Resolution Approving the 2003-2004 Consolidated <br />Annual Performance Evaluation Report (CAPER) and Authorizing Submission <br />Thereof by the City Manager. Matter of PLN2004-00031; Modification to the Planned Development and Amendment <br />to the Disposition and Developn1ent Agreement; to Approve Development of <br />Approxin1ately 9,640 Square-Feet of Office Uses for 1016-1052 Davis Street; CN(PD) <br />Commercial Neighborhood, Planned Development Zoning District; Assessor's Parcel <br />Numbers 075-0148-05, 075-0148-06-01, 075-0148-07, and 075-0148-08-02; 1040 <br />Davis Partnership LLC (Applicant). City of San Leandro Redevelopment Agency <br />(Property Owner - Property to Be Sold to Applicant as Part of Entitlelnent Process). <br /> <br />This being the time and place for the Public Hearing on the above n1atter, City Manager <br />J ermanis gave background on the item and introduced Planning Manager Debbie <br />Pollart. Ms. Pollart noted that this project was originally presented to the Council prior <br />to the Council recess in August. She gave a short PowerPoint presentation describing <br />the changes to the Site Plan. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, asking a series of <br />questions about the tax increment generated by the Redevelopment Area and how it is <br />being used. <br />
