<br />MINUTES Page 7 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 1, 2004 <br /> <br />8.K. Resolution No. 2004-164, Resolution Authorizing the City Manager to Execute a <br />Contractual Services Agreement with Davis Street Family Resource Center for Youth <br />Anti-Violence Services (provides for youth anti-violence services to be implemented in <br />Fiscal Year 2004-05). Cost: $100,000. Funding: Gun Tax. (2012) <br /> <br />Councilmember Grant expressed disappointment that this concept was not reviewed by <br />the City Council Human Relations Committee first; however, she commented favorably <br />on the decision to contract with Davis Street to create and implenlent new youth anti- <br />violence prograrns and to build on existing programs. Councilmember Grant noted that <br />she is particularly interested in seeing the service delivery con1illence. She indicated <br />that SOlne of the study and analysis of anti-violence programs has already been <br />performed recently by the Martin Luther King Freedom Center, and the information <br />could be made available to San Leandro. She asked if the $100,000 being provided to <br />Davis Street is the balance in the fund. Mr. J ermanis replied that the $100,000 is only a <br />portion of the fund. He noted that the City Council has been looking for organizations <br />to come forward with anti-violence programs in order to utilize the funding. He <br />indicated that the Recreation & Human Services Department will monitor the service <br />delivery and provide a quarterly report to the Human Relations Committee. Mr. <br />J ermanis noted that the agreement with Davis Street will be effective through the end of <br />this fiscal year. At that time, the City Council will review the agreement and determine <br />whether funding will be continued. <br /> <br />Mayor Young noted that she had similar concerns to those expressed by <br />Councilmember Grant related to expediting service delivery. She stated that she hoped <br />the HUlnan Relations Committee would monitor this item closely and report back to the <br />full Council on its progress. Mayor Young expressed interest in seeing progress made <br />in the next quarter. <br /> <br />M/S/C Grant and Glaze. ACTION ITEMS <br /> <br />Public COlnments are linlited to 3 minutes per person per item. <br /> <br />A. Matter of Appeal by Mark Landes, Landes Corp., Applicant of the Planning <br />Commission's Denial of PLN2003-00054; Appeal by Applicant of the Decision of the <br />Planning COlllillission to Deny: 1) Rezoning the Property Known as 14340 <br />Washington Avenue from CC Community Commercial District to IL(PD) Industrial <br />Limited, Planned Development Overlay District; and 2) the Construction of a Self- <br />Storage Facility Comprising of Approxilnately 80,7000 Square Feet; Assessor's Parcel <br />Number 77C-1235-2-22; M. Landes, Landes Corp. (Applicant and Property Owner) <br />(removes the matter from the table and provides for a public hearing on December 6, <br />2004). <br />
