<br />lVlINUTES Page 12 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 15,2004 <br /> <br />Howard Cin, San Leandro resident, addressed the City Council, stating that he lives <br />on Neptune Drive, and his house is the closest house to the airport. Mr. Cin urged the <br />Council not to approve the addendunl to the Settlement Agreement, as it does nothing to <br />further nlitigate airport noise impacts. <br /> <br />Dennis Rosucci, San Leandro resident, addressed the City Council, commenting that <br />information he has received as an altell1ate on the Masterplan Stakeholders Advisory <br />Committee indicates that the majority of growth at the airport will be experienced at the <br />South Field. Mr. Rosucci requested that the Council consider adding a sentence to the <br />addendum regarding the continuation of the South Field Group. <br /> <br />Kathy Sanchez, President of Marina Garden Homeowners Association, addressed <br />the City Council in support of the amendment to the addendum to the 2000 Settlement <br />Agreement which would provide legal status to the South Field Group and provide a <br />fonlnl for the Association to address airport noise issues. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council, commenting on the <br />concessions Inade by the Port in the addendum to the Settlement Agreement. He <br />concurred with previous speakers that Inore study needs to be done on the ILS. Mr. <br />Perez stated that he is tape recording the Ineeting and suggested the City ask the Port to <br />agree to a curfew. <br /> <br />Councihnenlber Santos conl1nented that the City cannot revert back to the 2000 Settlement <br />Agreenlent, as it doesn't give residents of West San Leandro sufficient protection. He <br />thanked staff and his colleagues on the Airport COlnmittee for the good work on the <br />addendum. Councilmelnber Santos noted that there are protections contained in the <br />addendum which will further reduce noise, and the City will receive some additional benefits <br />fronl the Port such as the conlpletion of Eden Road, landscaping of Doolittle Drive, and <br />inlprovements at the intersection of Doolittle and Davis. Additionally, the City will have the <br />oppOliunity to negotiation further benefits and nlitigation with the Port, including increased <br />noise insulation. <br /> <br />Councilmenlber Glaze inquired about the location of Runway 27 Left. Community Relations <br />Representative Kathy Ornelas clarified that 27 Left and 27 Right are the North Field runways. <br />She described the flight paths of planes using the two runways. Councilmember Glaze asked <br />which runways regional jets and large and heavy cargo aircraft will use if they are restricted <br />fronl NOlih Field runways. Ms. Ornelas indicated that they will use South Field runways. <br />Councilnlenlber Glaze asked about the alternate flight path used by jets in inclement weather <br />and on which runways those planes land. Ms. Ornelas stated that those planes land on the <br />South Field. Councihnenlber Glaze conlnlented that the general public would not be able to <br />understand the language of the agreenlent and suggested it would help to include SOlne maps. <br />He asked where the second ILS is being proposed. Mr. J ermanis noted that the City had <br />proposed moving the ILS fronl 27 Right to 27 Left. The FAA is studYing the viability of <br />having two ILSs by retaining the ILS on 27 Right and adding an ILS to 27 Left. Mr. Jermanis <br />noted that safeguards have been added to ensure that the impacts of a second ILS are <br />understood. <br />
