Ayes: 6; Noes: 0; Absent: 1 (Young) <br /> <br />The Youth Advisory COlnmissioners who were present at the meeting took the Oath of <br />Office adlninistered by City Clerk Marian Handa. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 n1inutes per person, subject to adjustnlent by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers nlay be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of PLN2004-00084; Renewal of Plalmed Development to Convert Existing <br />Garage/Storage Area of a Triplex to a New One-Bedrooln Residential Unit. Total <br />Unit Count for the Site Would Be Five (5) Units, which Includes an Existing Single- <br />Falnily Residence; 244 Harlan Street, North Side of Harlan Street Between <br />Washington Avenue and Clarke Street; Assessor's Parcel Number 75-73-3-3; A. <br />Alcantar (Applicant and Property Owner); RM-2000 (PD) Zoning District <br />(reestablishes approval of PLN2001-00043, Planned Developnlent for conversion of <br />an existing triplex into a four-plex, which was approved in 2001, then expired due to <br />inaction by the previous property owner). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave background on the item, noting that the project had previously been <br />before the Council. Mr. J ermanis introduced Plamling Manager Debbie Pollart. Ms. <br />Pollart gave a short PowerPoint presentation describing the proposed project. <br /> <br />Councilmember Glaze asked if the project had also gone to the Planning Comlnission <br />a second time. Ms. Pollart confirmed that it had. Councilmenlber Glaze pointed out <br />that the lninutes from the Planning Commission meeting were not included with the <br />staff report. Ms. Pollart indicated that there was no discussion by the Planning <br />Commission or public input regarding the project at the meeting. Councilmember <br />Glaze noted that in the future it would be helpful to include the Planning Commission <br />minutes so the Council would know that the Planning COlnmission had acted upon <br />the iteln. <br /> <br />CouncilInenlber Santos asked for what the commercial building on the property had <br />been used. Ms. Pollart replied that it had been a beauty salon, however, it has not <br />been in operation for sonle tinle and is currently being used for storage. <br />Councilnlenlber Santos asked if the parking will be on-site. Ms. Pollart stated that the <br />proj ect nleets the on-site parking requirements. <br /> <br />Vice Mayor Badger COlTIlllented that he is glad to see the project finally going forward. <br />
