Matter of Existing Underground District on West Estudillo Avenue from Hays Street <br />to San Leandro Boulevard (provides for implementation of the CPUC 100 Foot Rule <br />and the Panel Conversion Rule to reduce or eliminate the cost of private facilities <br />conversion to the property owners). <br /> <br />This being the tin1e and place for the Public Hearing on the above l1latter, City Manager <br />J ermanis gave background on the item and introduced Principal Engineer Keith <br />Cooke. Mr. Cooke gave a short PowerPoint presentation describing the proposed <br />project. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding his <br />involvement in a case with the California Public Utilities Comn1ission on rules and <br />regulations for surcharges and how they are listed on utility bills. He asked if this <br />project involves redevelopnlent, housing and all the related regulations and, if so, if <br />the information is accessible to the public. <br />
