Matter of Existing Underground District on West Estudillo Avenue from Hays Street to San Leandro Boulevard (provides for implementation of the CPUC 100 Foot Rule and the Panel Conversion Rule to reduce or eliminate the cost of private facilities conversion to the property owners). This being the tin1e and place for the Public Hearing on the above l1latter, City Manager J ermanis gave background on the item and introduced Principal Engineer Keith Cooke. Mr. Cooke gave a short PowerPoint presentation describing the proposed project. The Hearing was then opened to the public. Lou Filipovich, San Leandro resident, addressed the City Council regarding his involvement in a case with the California Public Utilities Comn1ission on rules and regulations for surcharges and how they are listed on utility bills. He asked if this project involves redevelopnlent, housing and all the related regulations and, if so, if the information is accessible to the public.
