<br />lVIINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 15,2004 <br /> <br />Vice Mayor Badger pointed out that the Council is in agreement that this project and <br />the larger West Estudillo Pedestrian Connection project are important to move <br />forward. <br /> <br />. Resolution No. 2004-167, Resolution Amending Existing Resolution No. 2003- <br />093 (Requiring the Removal of Poles, Overhead Wires and Associated Overhead <br />Structures from Portions of West Estudillo Avenue and Abutting Properties, <br />Including Intersecting Streets) to Implement the California Public Utilities <br />Commission (CPUC) 100 Foot Rule and Pacific Gas & Electric (PG&E) Panel <br />Conversion Rule for Utility Underground District on West Estudillo Avenue <br />Between Hays Street and San Leandro Boulevard. (2980) <br /> <br />M/S/C Santos and Stephens. Ayes: 5; Noes: 0; Absent: 1 (Young); Abstain: 1 <br />(Glaze) <br /> <br />C. Matter of Amendlnents to the San Leandro Zoning Code Relating to Affordable <br />Housing (promotes the goals identified in the City's Housing Element to add <br />affordable housing units to the City's housing stock). <br /> <br />This being the tilne and place for the Public Hearing on the above matter, City Manager <br />J emlanis gave an overview of the item and introduced Housing/Community <br />Development Block Grant Manager Lynn Brown. Ms. Brown gave a short PowerPoint <br />presentation providing additional background on the issue of affordable housing and the <br />revisions nlade to the ordinance since it was passed to print on July 19, 2004, as well as <br />the goals and requirenlents of the proposed ordinance. <br /> <br />The Hearing was then opened to the public. <br /> <br />Ronald Keeney, representing Congregations Organizing for Renewal (COR), <br />addressed the City Council in support of the ordinance and urged Council's approval. <br />Mr. Keeney expressed preference for a 20% affordability requirement rather than 15%. <br /> <br />Marilyn Madsen, San Leandro resident and member of COR, addressed the City <br />Council, commenting that the inclusionary zoning ordinance will provide the City with <br />a tool to help make workforce housing a reality. Ms. Madsen urged Council's approval <br />of the ordinance. <br /> <br />Mercy Rivera, San Leandro resident and member of COR, addressed the City <br />Council in support of the ordinance. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on <br />the following: that the person who pays for this benefit is the stakeholder/consumer, the <br />need to separate all the players and know where the funding comes from, and a <br />subsidized taxpayer v. a non-subsidized taxpayer. <br />
