Ms. Handa confinned that the ROV Office <br />would be a drop-off location, and the nlailed ballots would have the ROV mailing <br />address on the return envelope. <br /> <br />Councilnlenlber Grant asked if the drop-off locations would be staffed until 8 :00 p.nl. <br />on Election Day. Ms. Handa stated that both hired poll workers and City staff will staff <br />the three locations until 8:00 p.1n. on Election Day. <br /> <br />Councilmelnber Glaze asked if the City is required to treat the drop-off locations as if <br />they were polling places and keep them open for extended hours. Ms. Handa indicated <br />that City Hall will be open to receive ballots dUling nonnal days and hours until <br />Election Day. On Election Day, the three City sites will be open from 7:00 a.m. to <br />8:00p.nl. She stated she would determine whether the sites are actually considered <br />polling places. Councilnlelllber Glaze asked who at the designated City sites will be <br />authorized to accept the ballots. Ms. Handa noted that the Front Office staff in the City <br />Manager's Office will be trained to accept ballots prior to, and on, Election Day. <br />Councihnenlber Glaze expressed concenl that this will be the first all nlail ballot <br />election for San Leandro voters, and the instructions and options need to be nlade clear. <br /> <br />Vice Mayor Badger asked who would be responsible for transporting the voted ballots <br />to the ROV, and how often this would occur prior to the election. Ms. Handa noted that <br />the fiequency is still to be determined; however, she would take personal responsibility <br />for transporting the voted ballots to the ROV. <br /> <br />Councilnlember Santos asked what will happen to the ballots at the various drop-off <br />locations after 8 :00 p.ln. on Election Day. Ms. Handa stated that the ballot boxes will <br />likely be collected and secured at City Hall ovenlight, then transported to the ROV the <br />next lnonling to be counted. <br /> <br />Mayor Young clarified that the ballots received by the ROV prior to Election Day <br />would have already been counted, so the tally would go fairly quickly once the ballots <br />cast on Election Day are submitted to the ROV. <br /> <br />Public Comments on Item 8.1.: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding various <br />aspects of the election process. <br /> <br />Al Rosenga, San Leandro resident, addressed the City Council, commenting that the <br />City should pay the retunl postage for the ballots. <br /> <br />Mayor Young suggested the options of printing a single ballot type and paying the <br />Business Reply postage. <br /> <br />Vice Mayor Badger asked for clarification regarding the Registrar's opInIon that <br />requiring voters to affix postage could be considered a poll tax. He pointed out that <br />when he votes by absentee ballot, he is required to pay the retunl postage. Ms. Handa <br />
