<br />lVIINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-December 6, 2004 <br /> <br />Mr. Sinls added that staff will plan for a tilne in the future \vhen the ERAF and State <br />obligations have been met and tax increment revenues are stronger, and new projects <br />can be considered at that time. <br /> <br />Councilnlember Glaze asked if any of the future projects have been prioritized. He gave <br />exanlples of the Chang property and celiain properties on East 14th Street. Mr. Sims <br />noted that the Business Developlnent Conlnlittee has discussed various project <br />priorities, while trying to nlaintain flexibility. He noted that the last initiatives in the <br />Plaza Project Area will be completed in the next few years, and that project area will <br />ultinlately be phased out. Key objectives have been identified in the other two project <br />areas. <br /> <br />Council111el1lber Glaze expressed concenl that there are obviously blighted areas, such <br />as at East 14th Street and 143rd Avenue. He pointed out that the property has changed <br />hands several tinles in the last few years and asked if there was a plan for it. Mr. Sims <br />noted that the lack of revenue creates constraints on the number of properties the <br />Agency can acquire. Mr. Sinls conlnlented that once existing obligations have been <br />nlet, the areas nlentioned can be considered. <br /> <br />Councilnlelnber Glaze asked if the Bayfair Center was split off from the Joint Project <br />Area. He noted that there was a perception that Bayfair had used a disproportionate <br />aInount of the redeveloplnent money fronl the project area. Mr. Sims indicated that the <br />earlier project area plans documented the great need to solve the problem at Bayfair. He <br />stated that, to tackle the problem, the Agency nlade an agreement with the County to <br />receive Inore of the revenue early in the life of the project. He noted that about three <br />years ago, the City worked with the County to take the Bayfair property out of the <br />project area. The propeliy had been reassessed, and its value had dropped considerably, <br />causing the Agency to lose about $1 ll1illion a year in tax increment revenue. <br /> <br />.
