Ordinance No. 2004-024, an Interinl Urgency Ordinance Prohibiting Consideration and Approval of Use Pemlits, Variances, Building Pennits, Start of New Construction, or Other Entitlements for Any New Medical Marijuana Dispensaries Within the City for a Forty-Five Day Period.(1005/l098/1413/2792) - Passed to Print and Adopted M/S/C Grant and Badger. Ayes: 7; Noes: 0 4. SAN LEANDRO REDEVELOPMENT AGENCY PUBLIC HEARINGS A. Matter of Adoption of Redevelopnlent Agency 2004-2009 Implementation Plan (provides for approval of the lInplelnentation Plan for redevelopment project areas). This being the tinle and place for the Public Hearing on the above matter, City Manager J ennanis gave an overview of the itenl and introduced Business Developnlent Manager Luke Sinls. Mr. Sinls gave background on the Redeveloplnent Agency and introduced Senior Developnlent Specialist Amalia Lorentz. Ms. Lorentz gave a short PowerPoint presentation, giving highlights of the Plan proposed for adoption. The Hearing was then opened to the Public. Lou Filipovich, San Leandro resident, addressed the City Council, conlmenting on redeveloPlnent and the distribution of redeveloPlnent funds, and asking how nluch it costs, who pays and for how long. There being no further COlnments fronl the public, and without objection, the Public Hearing was closed. Councihnenlber Grant pointed to Table 5 of the report and asked if, due to the economic uncertainties for redeveloplnent, the Agency will be able to accomplish the projects that are outlined in the Plan. Mr. J emlanis indicated that there are proj ects which the Council has previously identified, such as the West Estudillo Pedestrian COllilection and the Downto\vn improvenlents that the Agency will be able to undertake. However, there may not be any new initiatives for a period of time. Mr. J ermanis noted that redevelopnlent funds have been set aside for housing, and staff will be coming to the Business Developnlent Comnlittee with recOlnmendations for developlnent to meet the City's housing obligations as contained in the Housing Elelnent.
