<br />IZ Ordinance in January 2006 to include condominium conversions and its Density <br />Bonus Ordinance in May 2006. <br /> <br />. The City's Downtown Transit-Oriented Development (TOD) Strategy is looking at ways <br />to inerease rider ship within an area near HART, a public transit system. TOO <br />participants are looking at opportunity sites, the right mix of land uses, parking <br />regulations, allowable density, and building height and design characteristics to maximize <br />the use of'puhlic transit in this area. Ifnew residential development at increased densities <br />occurs, it will likely increase the number of afT or dab Ie housing units created through the <br />City's inclusionary zoning requirement. Also, the condominium market rate <br />development would add housing stock that would be more affordable than new single <br />family development, providing a range of housing product type. Educating City residents <br />about the benefits of development near public transit will help reduce barriers to <br />affordable housing. This reasibility strategy is funded by the Metropolitan Transpor1ation <br />Corporation. <br /> <br />Actions Taken to Overcome Gaps in Institutional Structure and Enhance <br />Coordination <br /> <br />The City coordinates with other City departments, social service agencies, other cities, and the <br />County or Alameda to enhance the delivery of services and housing through the Continuum or <br />Care Council. The City subcontracted with 20 non-profit agencies to provide social service and <br />economic development programs (using hoth CDBG and General rund money). In addition, the <br />City participates in the HOME Consortium (IIOME TAC) with six other cities and the County of <br />Alameda. The City supports the Housing Authority of Alameda County to operate the Section 8 <br />Rental Assistance Program within San Leandro. The City supports the Alameda County <br />Continuum of Care Council and participates in meetings regularly to enhance coordination with <br />other jurisdictions and countywide social service agencies. Additionally, the City worked <br />closely with the Alameda County Housing and Community Development Department to provide <br />support for its IS-year Alameda Countywide Homeless and Special Necds I lousing Plan (Multi <br />Plan). <br /> <br />Actions Taken to Improve Public Housing and Residential Initiatives <br /> <br />San Leandro has no public housing. The I lousing Authority of Alameda County (IIACA), which <br />also has no public housing sites in San Leandro. administers the Section 8 voucher and Shelter <br />Plus Care certificate programs for the City.
