<br />Single-Pamily Ilousing Rehahilitation Program. which is funded with Redevelopment Housing <br />Set-Aside Funds. The City also distributes infonnation on lead-based paint hazards to all who <br />apply for the City's single-family rehabilitation loans and grants. Assessments are conducted via <br />housing quality inspections of HOME units, too. <br /> <br />Actions Taken to Ensure Compliance with Program and Comprehensive <br />Planning Requirements <br /> <br />. Monitoring <br />City stalTmonitor CDBC;, (lOME, and public service projects regularly. The Housing Services <br />Division staff regularly monitor CDBU-hmded capital improvement projects for the City <br />through review and approval of ongoing reimbursement requests and invoices and constant <br />communications with the Engineering Departlnent's stafr. Staff ensures that Davis Bacon <br />requirements. where applicable, are followed. <br /> <br />. Managing the Process <br />POI' CD8Ci and City public services grants, Housing Division staff coordinated the two-year <br />(FY2006-2008) Request for Proposal (RFP) process with the Recreation and Iluman Services <br />Department to ensure that Housing Services Commissioners were educated about CDBC; <br />program requirements before the allocations process. Housing staff helped revise the RFP to <br />provide an overview of the CDBG Program and its requirements in a broad CUI1CJ fact sheet and <br />guided the IISC through the allocations of CDBC; grants, which are provided annually. <br /> <br />The CDBG/llousing Manager oversees the CU8C; and HOME Prograrns, while the Housing <br />Specialist administers them to ensure program compliance with HUD rules and regulations. To <br />ensure eligible CDBC; activities. the Ilousing Specialist discusses proposed activities with <br />CDBG-funded agencies about their scope of services prior to a services agreement being <br />finalized. The Administrative Assistant monitors and reconciles with the City's rinance <br />Department and IDIS data monthly lor accurate CDBG/HOME funding revenue/expenditures <br />and inputs data into IDIS. Desk monitoring is done through reviews of quarterly reports, <br />invoices, and back-up documentation of expenses. <br /> <br />Actions Taken to Reduce the Number of Persons Living Below the Poverty <br />Level <br /> <br />rhe City's strategy to reduce the number oChouseholds with incomes below the poverty line is to <br />Cund programs that assist people to achieve econOlnic independence and to preserve and build <br />affordable rental housing.
