information of project effects at different stages. To provide this clarity, the EIR will organize
the Setting and Impacts for each phase, generally as follows:

· Setting - Existing Conditions as of 2006

· Setting plus Retail Development

· Setting plus Retail Development plus Medical Center - 2012 (Ambulatory surgery /
Medical Office / Utility Plant / Hospital)

· Setting plus Retail Development plus Medical Center 2012 plus Future Medical Offices
and Parking - 2018 to 2026. (The Medical Center development between 2018 and 2026
could likely be analyzed as one phase, particularly with regard to cumulative
transportation impacts.)

This EIR organization will not only reflect the practical schedule for development, but will also
be used to define, as necessary, mitigation measures, transportation improvements, and other
public services or facilities changes to meet the projects' needs as development occurs. In turn,
decision-makers and the public will have useful information on the long-term changes the project
will bring to San Leandro.

ROLE OF THE CONSULTANT

For each of its projects, EIP Associates makes a commitment to provide objective technical
analyses and formulate feasible mitigation measures and alternatives. Our expert knowledge of
the California Environmental Quality Act (CEQA), our scientific objectivity, and our extensive
experience with intense public scrutiny enable us to steer a course of balanced, objective, and
independent analyses. Through this experience, we have learned that the following management
principles are critical in preparing a useful, defensible EIR.

Work as extension of staff. EIP believes in establishing a strong working relationship with our
clients. In most cases, our clients have a clear understanding of what is needed, but do not have
the resources, time, or particular technical expertise to prepare the environmental documentation.
We offer resources, expertise, and extensive management and technical experience. EIP is a
firm believer in maintaining close coordination and interaction with our clients. This approach
allows us to focus our efforts in directions desired by our clients and to avoid surprises.

Facilitate a clear decision-making process. We understand that there are multiple parties
involved in the Kaiser Medical Center Master Plan: the project applicant, the City of San
Leandro and existing business and property owners. In order to prepare a successful EIR, i.e.,
one that will assist the key decision-makers in reaching an informed choice about the proposed
project, it is critical that the EIR address the concerns of these participants by thoroughly
assessing key environmental and neighborhood impact issues, and proposing creative and
feasible mitigation measures that can be incorporated as conditions of the project.

Provide sound technical expertise. Impact reports and mitigation strategies must be grounded
in an understanding of impacts to existing baseline conditions and of "aggregate" impacts.
