<br />· Assess the impacts of the proposed Medical Center/Retail Development, using CEQA <br />standards of significance and recommend mitigation measures for those impacts <br />considered significant or potentially significant <br /> <br />· Identify project alternatives that feasibly attain most of the City's and Kaiser's objectives <br />and substantially reduces identified significant and potentially significant effects <br /> <br />· Compile an Administrative Draft EIR (ADEIR) for internal review by City staff <br /> <br />· Revise the ADEIR, engage City in selective review of key sections, and publish a DEIR <br /> <br />· During DEIR review, participate in public hearings to receive comments <br /> <br />· Following the close of the review, organize and prepare the Responses to Comments <br />document and Mitigation Monitoring and Reporting Program for internal review by City <br />staff <br /> <br />· Finalize the Responses to Comments document and the Mitigation Monitoring and <br />Reporting Program based on staff comments <br /> <br />· Attend other public meetings on the EIR or the projects <br /> <br />ElF's technical approach to the work is detailed below. <br /> <br />PROJECT MANAGEMENT <br /> <br />Purpose: Provide continuous direction to the consultant team and to coordinate with Debbie <br />Pollart, the City's Project Manager, and Kathleen Livermore, the City's CEQA Lead. <br /> <br />City Involvement: Participate in weekly progress discussions; coordinate with ElF project <br />manager; serve as liaison to Kaiser, unless it is determined that ElF may contact Kaiser directly; <br />help set project priorities and facilitate decisions. <br /> <br />Deliverables: (1) Meeting notes as required, and (2) Monthly progress and budget reports. <br /> <br />Discussion: From ElF's perspective, project success is San Leandro and Kaiser agreeing to a <br />Medical Campus Master Plan that achieves all or most of their respective goals. The EIR <br />process facilitates achieving this objective by identifying and analyzing issues and suggesting <br />alternatives and mitigation measures that address adverse impacts. <br /> <br />Project success begins with quickly and accurately discovering issues and conditions that must <br />be addressed by a project. This knowledge lays the groundwork for the analysis and <br />understandings that must follow. This working environment can be only achieved with good <br />project management and clear communication. <br /> <br />ElF will rely on close coordination and frequent communication with the City. To facilitate this <br />style of management, ElF's project manager, Mr. Michael Kay, will serve as the consultant <br />team's single point of contact. He will actively manage the work to ensure its timeliness and <br />quality and will participate in all project meetings. Mr. Kay also brings extensive experience <br />working with Caltrans. Prior to joining ElF, he served as a Senior Environmental Planner in the <br />Caltrans District 4 office in Oakland. He has continued to work on Caltrans-related projects as a <br /> <br />Consulting Services Agreement between <br />City of San Leandro and EIP Associates <br /> <br />Page 18 of 44 <br />
