Project Manager for EIP. He brings valuable experience to the team due to the potential for
significant traffic impacts on 1-880 and the 1-880/Marina Boulevard Interchange.

We anticipate holding frequent meetings (or conference calls) in order to disseminate quickly
accurate information about the project description, schedule, impact assumptions, and
deliverables. Per the RFP, we anticipate one meeting per month up until the time in which
Kaiser submits an application for the project and two meetings per month thereafter. Electronic
mail will be an essential part of the communication network among all team members.

As part of overall project management, all written materials will be reviewed and edited for
technical accuracy, adequacy, style, grammar, tone, and presentation. At the outset of the
project, EIP will prepare a style guide that all EIR authors will follow to facilitate production of a
well-organized and readable document. This same guide will be shared with Fehr & Peers to
ensure that they will conform as much as possible to our style and conventions and reduce the
time required to edit their materials.

We will establish a set time each week for the EIP project manager to contact the City project
manager to review work progress, to identify data needed from the City or Kaiser, and to address
foreseeable issues. The EIP project manager will record any decisions and action items and
distribute meeting notes to the City project manager and key team members. This
documentation will supplement monthly progress and budget reports.

Task 1. Project Description

Purpose: Prepare a preliminary project description for use in the project application, based on
discussions with applicant team staff and input from City staff.

City Involvement: Participate in project description meetings and information collection efforts.

Deliverables: (1) Draft Project Description, (2) Final Project Description.

Discussion: A clear, accurate, and stable project description is essential to the environmental
document. Based on discussions with City staff, our orientation tour, and Kaiser's plans, EIP
will prepare a draft description of the project.

The project site is currently occupied and is to be transformed over time into a new Medical
Center and Retail Development. The Medical Center will be implemented over the next 20
years, while the Retail Development will be implemented as early as 2008.

The contents of the draft description are expected to include:
· Project location
· Kaiser's project objectives
· Descriptions of the individual facilities planned for the Master Center
· Kaiser employment, patient, and visitor data.

Consulting Services Agreement between
City of San Leandro and ElP Associates
