<br />· The potential for land use conflicts/incompatibility, as defined by changes In the <br />character of the surrounding blocks and neighborhoods. <br /> <br />Depending on the land use impacts, potential mitigation measures could include restrictions on <br />operations (such as access, deliveries, and lighting) through use permits, modifications to <br />building orientation/design, and landscapingllighting recommendations to buffer/screen adjacent <br />uses. <br /> <br />Task 4.2 Transportation and Parking. EIP has retained Fehr & Peers and Dowling Associates <br />to provide the transportation analysis for the proposed project. The scope below addresses the <br />effort needed to complete transportation impact analysis for inclusion in an EIR. The site is <br />currently occupied by the Albertson's Distribution Center located at the area bound by Marina <br />Boulevard to the north, Interstate 880 (I-880) to the east, Fairway Avenue to the south, and <br />Merced Street to the west. <br /> <br />Dowling Associates will review the land use in the City of San Leandro travel demand model <br />developed by TJKM. This model is intended to be consistent with the Alameda Countywide <br />travel demand model and has had its transportation analysis zones (T AZs) disaggregated to <br />provide more accurate traffic forecasts for transportation facilities in San Leandro. <br /> <br />Dowling Associates will review the latest City model land uses and compare with the most <br />recently approved Alameda Countywide travel demand model land uses for 2000,2010 and 2025 <br />to determine if the land uses represent appropriate ABAG forecasts in west San Leandro (i.e. <br />west of 1-880 freeway). The land use review is not intended to provide compliance with the <br />City's General Plan. The review will be performed in collaboration with City staff and may <br />result in modifications to the ABAG land use forecasts. <br /> <br />Dowling Associates will review and update the roadway network for the City models to correct <br />errors in San Leandro. Two versions of the transportation network will be developed for each <br />model year: one version with the Aladdin Avenue extension and one version without the Aladdin <br />Avenue extension. <br /> <br />Dowling Associates will develop land use datasets for no project conditions to be used for the <br />assessment of the following scenarios: <br />· 2008 Retail Development <br />· 2012 Kaiser Medical Facility - Phase 1 <br />· 2030 Total Project Buildout <br /> <br />The land use dataset for 2008 will be performed by interpolation between the 2000 and 2010 <br />land use datasets in the Alameda Countywide Model. The land use dataset for 2012 will be <br />performed by interpolation between the 2010 and 2025 land use datasets in the Alameda <br />Countywide Model. <br /> <br />Consulting Services Agreement between <br />City of San Leandro and EIP Associates <br /> <br />Page 23 of 44 <br />
