<br />The land use dataset for 2030 conditions will be prepared by adjustment of the 2025 land use <br />dataset in the Alameda Countywide model. A comparison will be made of the ABAG P2002 and <br />P2005 land use datasets for 2025. The currently approved land use dataset for the Countywide <br />Model is P2002. The P2005 land use dataset is not yet approved but is available at the T AZ <br />level from MTC and generally has higher land use intensity for San Leandro and the surrounding <br />area. The P2005 land use dataset will be used for the 2030 travel demand model with <br />adjustments if necessary for reasonableness. <br /> <br />The land use datasets for each of the three study years will be disaggregated into the T AZs <br />contained in the City models. <br /> <br />Task 4 - Prepare No Project Traffic Forecasts <br /> <br />Dowling Associates will prepare traffic forecasts uSIng the City model for the following <br />conditions: <br />· 2008 No Project without the Aladdin Avenue Extension <br />· 2012 No Project without the Aladdin Avenue Extension <br />· 2030 No Project without the Aladdin Avenue Extension <br />· 2008 No Project with the Aladdin Avenue Extension <br />· 2012 No Project with the A1addin Avenue Extension <br />· 2030 No Project with the Aladdin Avenue Extension <br /> <br />Traffic volume plots for the a.m. and p.m. peak hours will be provided showing traffic volumes <br />for roadway links. <br /> <br />Kaiser Foundation has retained Fehr & Peers to provide on-site planning services for the <br />proposed development. The scope of work below includes the relevant tasks from the site <br />planning effort. While the task items specific to the site planning effort are described below, <br />their costs are excluded from the fee estimate included in this proposal. <br /> <br />To the extent possible, data collected and knowledge gained through the completion of recent <br />Kaiser Medical Centers projects and other projects in the City of San Leandro will be used for <br />this analysis. The proposed San Leandro Kaiser Medical Center would generally replace the <br />services at the existing Hayward facility. As part of the project site planning effort, we will <br />collect data at the existing Hayward site and apply them to the proposed San Leandro site to <br />estimate the trip making characteristics. <br /> <br />This scope and cost estimate has been prepared assuming that up to 25 intersections will be <br />analyzed, including the following eight intersections: <br /> <br />· Marina Boulevard / Merced Street <br /> <br />· Marina Boulevard / Southbound 1-880 Ramps <br /> <br />· Marina Boulevard / Northbound 1-880 Ramps <br /> <br />· Signalized Shopping Center Driveway / Merced Street <br /> <br />Consulting Services Agreement between <br />City of San Leandro and EIP Associates <br /> <br />Page 24 of 44 <br />
