Based on the preliminary project trip generation and distribution, Fehr & Peers will <br />conduct a screening analysis. All intersections in the project vicinity that would be affected by at <br />least 50 new peak hour trips will be considered for more detailed analysis. If the final list of <br />analysis intersections exceeds 25, a budget adjustment may be required. In addition, freeway <br />mainline and ramp junction operations at the 1-880/Marina Boulevard interchange will be <br />evaluated. <br /> <br />The analysis will include the evaluation of the following scenarios: <br />· Existing Conditions <br />· 2008 Without Project (2008 No Project) <br />· 2008 With Project Retail <br />· 2012 Without Project (2010 No Project) <br />· 2012 With Project Retail and Phase 1 of Medical Center <br />· 2025 Without Project (2025 No Project) <br /> <br />2025 With Project BuildoutTask 4.2a - Project Initiation. Fehr & Peers will review available <br />documents and data from the City and attend an initial meeting with City staff to refine the <br />proposed scope of work. As part of this task, we will also determine and refine the specific tasks <br />to be completed as part of the site planning effort versus the EIR effort. <br /> <br />Based on the preliminary traffic assignments and in consultation with City staff, we will select <br />the additional study intersections for analysis. <br /> <br />Task 4.2b - Existing Conditions. Fehr & Peers will describe the existing street and highway <br />network and traffic conditions in the vicinity of the site, using collected data and field visits. <br />Fehr & Peers will collect weekday AM and PM and Saturday peak period intersection turning <br />movements, pedestrian, and bicycle counts at the study intersections, and calculate intersection <br />levels of service using the 2000 Highway Capacity Manual (HCM) methods and the <br />Synchro/SimTraffic Software. Existing truck data in the area will be collected and considered in <br />the analysis because the area primarily serves industrial uses. <br /> <br />Mainline freeway and ramp volumes at the 1-880/Marina Boulevard interchange will be obtained <br />from Caltrans. Existing Freeway mainline and ramp junction operations will be analyzed using <br />the 2000 HCM methods. <br /> <br />Fehr & Peers will describe and summarize the operations of local and regional transit services <br />including BART, AC Transit, and local shuttles in the study area.
